Horse Slaughter Bill Receives Added Support -

Pro-Slaughter "MYTHS" Dispelled
September 17, 2008 -- Wellington, Florida --

Today Victoria McCullough, owner of Chesapeake Petroleum, Equestrian and local Wellington Resident will be in Washington D.C. to speak at the Judicial Committee on Behalf of H.R.6598 The Prevention of Equine Cruelty Act of 2008.
On May 23, 2008 Victoria McCullough and members of Pure Thoughts Inc. Horse & Foal Rescue traveled to Sugarcreek, Ohio to attend one of the gruesome weekly kill-auctions held every Friday.  

This was the day The Triumph Project was born; all the horses were saved from slaughter.

The Triumph Project was not just about saving the horses that day.

It is about changing the future of the horses and horse slaughter by raising awareness through tested and proven facts. 

 Former Representative Charlie Stenholm, (now a lobbyist for the pro-slaughter campaign) would like the country to believe that the horses going to slaughter are "old and infirmed."  

Pro-Slaughter would also like us to believe that disposing of 90,000 horses a year would be impossible and economically not feasible for horse owners.  

Both of these statements could be construed as crucial to the cause

IF they were true.  

Horses that are sent to slaughter have been labeled "unwanted" when really they are inhumanely DISCARDED, with no accountability or responsibility to the owners.
Contrary to Mr. Stenholm's statements, the proven facts are the following:
Total Horses Purchased 163 (all horses that were destined for slaughter)
Number of old and infirmed horses from that total 7

(4.3% of the horses purchased were old or infirmed and needed to be humanely euthanized, all due to neglect)
Cost to euthanize and dispose of ALL old & infirmed horses $1225
In addition, in less than 3 ½ months since their purchase from auction almost half of these horses

have been placed in forever homes and successfully adopted, which shows they are not unwanted horses.
In regards to Victoria McCullough's continued fight against slaughter the following statement was made.  

"I firmly believe that the present economic crisis is a very clear tutorial that in arrogance

we have lost a sense of human definition and traded our once core fundamentals for

self-serving elements.  

How we treat our children, our elderly, our pets and companion animals give us our identities.

I would prefer to endeavor to reach for alternatives to restore our compassion and sensitivities.  

To slaughter young healthy beautiful horses, ponies, foals and mares in foal and to overuse and abandon work animals that have given their lives in service is purely barbaric and unjust in our country of opportunities and dreams.  

I am in Washington to fight for the environment; the human environment. Cruelty such as this is intolerable and I have promised the horses that we have saved from slaughter to illuminate the injustice corruption and senseless mass disposal that has lingered in back rooms permeated by greed.

I had a call about 4 o'clock from Washington DC. A lady asked if I was taking in horses. I asked her what she had. She said she was just inquiring in case she needed a place for a horse. I then answered YES, I am taking in horses.

Then an hour later, another call came in. This time a young man asked the same question. I immediately answered YES, I am taking in horses and explained there are many foster homes available for temporarily housing horses needing placement.

I then called the number back. 202- 229-9928. The message said this is a non working number at the US Representatives.

I have a large horse rescue (100 +/- horses). If they are calling horse rescues and hearing they are full...We will lose. Please pass this around now. Thanks for all you do.

I don't have time to write as much as I used to, with so many horses and problems. But my heart is here to STOP slaughter once and for all. I have been fighting this battle for 30 years. We can do it.

With more than 100,000 American horses brutally slaughtered last year
there is an urgent need to pass federal legislation to shut down this
trade. Thankfully, House Judiciary Committee Chairman John Conyers, Jr.
(D-MI), Representative Dan Burton (R-IN) and many of their colleagues
have taken up the reins and introduced H.R. 6598, the Conyers-Burton
"Prevention of Equine Cruelty Act". The legislation recognizes horse
slaughter for what it truly is - animal cruelty - and will end the
practice for good. Please take a moment to contact your U.S.
Representative and ask for his/her support of this sound legislation.

UPDATE ON TODAY'S MARK-UP IN THE HOUSE JUDICIARY COMMITTEE
The Committee mark-up and vote did not take place today. Some discussion
occurred earlier today among the members, and the issue was extremely
contentious in the Committee. Due to the controversial nature of the
discussions as well as other issues (10 bills and none were finished) before
the Committee, the mark-up and vote has been delayed. Support is still
strong on the Committee, but opponents are doing everything they can to
delay final Committee action.
As of now we do not know when it will take place, it could be at any time.
It is critical that you keep up the pressure on Congress by contacting your
Representative and Senators, particularly if your Representative is a member
of the House Judiciary Committee. As soon as we have more news, we will
post it here. In the mean time if your Representative is not a cosponsor of
H.R. 6598, the Prevention of Equine Cruelty Act please urge them to
cosponsor as soon as possible. We need to have as much support for the bill
when it reaches the floor of the House. Thank you very much for your
efforts.

We have an opportunity right now to move forward with the fight against horse slaughter.
This Wednesday, September 10th, the House Judiciary Committee will vote on the Prevention of Equine Cruelty Act (H.R. 6598). This bill would prohibit the purchase, sale, transport or delivery of horses intended for human consumption. The bill addresses the cruelty associated with horse slaughter, something that even defenders of slaughter admit exists.

Horse slaughter is a brutal process. Horses are neglected and abused when they are collected, during transport and in the slaughterhouse. According to the US Department of Agriculture, over 92% of horses that go to slaughter are in good condition and could be placed in a new home.

Nineteen months after filing a Freedom of Information request
regarding violations of the Commercial Transportation of Equines to
Slaughter Regulations, Animals Angels received records, covering a five year
period that revealed blatant violations involving the transport of unfit
horses.
Information obtained:
- Between February 2002 and December 2006, the Transport to Slaughter
Regulations were violated 199 times by 299 violators.
- Among these 199 cases, 87 are still open. This shows that it takes
the USDA years to process these cases, while the violators continue to
transport horses.
- Sections [88.4(a)3 vii, viii] of the regulations were violated 163
times in 70 different cases. These sections prohibit the transport of horses
that are blind, unable to put weight on all four limbs, pregnant or under 6
months of age.
- Sections [88.4(a) 4i, 4ii, 4ii(b), 4ii(c)] of the regulations were
violated 164 times. These sections specify the segregation of stallions and
mares, the floor space each equine should have on the conveyance and the use
of electric prods.
- A significant number of violators received no fines. Of the 299
violators, 100 received a “ticket” but no fine at all.
- Repeat violators include:
Leroy Baker, Ohio (11 cases listed, fines paid as of March 2008:
$0.00)
Joe Simon, Minnesota (8 cases listed, fines paid as of March 2008:
$0.00)
Charles Carter, Colorado (3 cases listed, fines paid as of March 2008:
$0.00)
- In 54 cases, a fine was issued. However, the majority of these cases
are still open, which means the violator still has the possibility to
appeal. Some cases resulted in severe fines. For example, Anton Wald was
fined $20.000, John Malouff was fined $40.600 and
Michael Mc Barron was fined $21.000. However, according to a Court
decision on May 10th, 2007, McBarron only has to pay half of this fine (if
he does not violate the regulation again until 2012) and was offered a
comfortable payment plan of $2500/year for the remaining $10.500.
Points to consider:
a.. Is the Transport of Equines to Slaughter Regulation an effective
tool to prevent inhumane transport of slaughter horses?
b.. Why does it take so long to prosecute these cases?
c.. Is the existing enforcement in the form of “warning letters”,
tickets or fines enough to deter transport companies from violating the
regulations?

Dear Humanitarian:
AWI has learned that the Prevention of Equine Cruelty Act (H.R. 6598) will be voted on by the House Judiciary Committee on Wednesday, September 10th. The bill, which was introduced in July by Judiciary Chairman John Conyers (D-MI) and Representative Dan Burton (R-IN), will criminalize the slaughter of American horses. While the vast majority of Americans, the United States Congress and members of the House Judiciary Committee support an end to horse slaughter there are some members on the committee who are staunch supporters of horse slaughter and will attempt to kill the bill through subterfuge.
What You Can Do:
Call and/or email members of the House Judiciary Committee (see full list below) TODAY and ask them “to support passage of the Prevention of Equine Cruelty Act (H.R. 6598) out of committee as introduced, with NO amendments”. Please also ask them “to cosponsor H.R. 6598 if they haven’t done so already.” Let them know that:
Every 5 Minutes an American horse is slaughtered for human consumption abroad. Visit www.every5minutes.org for the current number and to learn more about this industry.
Despite the closure of the country’s three remaining horse slaughter plants in 2007, tens of thousands of American horses continue to be slaughtered in Canada and Mexico in the absence of a strong US law banning prohibiting the trade.
* The photo above is of a horse in Texarkana, Arkansas, found beaten and crammed onto a horse trailer being transported to slaughter with 18 other horses.
Horse slaughter is not humane euthanasia; it is a brutal process during which horses suffer terribly from start to finish. Their trip to Mexico is often on double deck trailers where they are crammed with dozens of other horses for up to 30 hours without food, water or rest. Once in Mexico some slaughterhouses use a “puntilla” or knife to stab the horse to death. The entire process is extremely inhumane.
Despite claims to the contrary, horse slaughter is not a necessary evil through which sick, old and unwanted horses are humanely disposed of. The industry is a predatory one that actively seeks out marketable and healthy horses to be slaughtered at great profit.
According to the US Department of Agriculture, more than 92% of horses going to slaughter are in good condition and could be placed in a new home. Those horses who are truly sick or old should be humanely euthanized on the spot by a licensed veterinarian.
Horsemeat is considered a delicacy in many European and Asian countries where it is consumed by high-end diners.
The Prevention of Equine Cruelty Act (H.R. 6598) will end this cruel trade for good. Ending horse slaughter is a positive step in improving horse welfare in the US, which is why so many horse industry groups and leaders, veterinarians, humane organizations and equine rescues strongly support an end to horse slaughter.
Whether you contact your legislator by phone or email, please be sure to provide him or her with your name and mailing address, and if you are a constituent, request a response on this specific issue. Horse Slaughter does not help prevent abuse and neglect..It encourages it...and HIDES it!
When we save horses from slaughter we know we are saving them from a cruel and horrible end. For the most part the horses we save are in good flesh, good ages, trained and able to be ridden. But every so often, we will rescue horses that are severely neglected. Sometimes it is very obvious and the horses need to be euthanized immediately. But sometimes, the months and even years of neglect are masked. It is a PROVEN fact that when the slaughter houses were closed in the state of Texas and California the abuse and neglect rates went down.
We repeatedly hear the pro-slaughter people say: If there were no horse slaughter, there would be more abuse and neglect of horses. Well, I am confident these people have not been to the kill auctions lately, because THE AUCTIONS are where the abused and neglected horses are…. And no one knows this fact… because no one wants to go to a kill auction, nor do the kill
auctions make it easy for the private

10 days before he could be transported he was so weak
buyers. The neglected and abused horses are brought there, go through the auction, and almost always bought by a killbuyer and then shipped to slaughter. No one knew their names, no one saw these horses, no one knew the neglect and abuse that happened to these horses… and no one will remember them the Monday following the auction… because no one cared enough… THAT my friends is what horse slaughter is promoting! This allows anonymity to the people who have committed the crimes of abuse and neglect against these horses (punishable by law). They have withheld the proper feed and water, they have worked them to within inches of their lives and have not provided them with proper medical care… So, not only does horse slaughter provide anonymity to these people who neglect their horses, but they actually reward them for it. They are not arrested, they are not fined, they do not face any charges… no accountability! They receive a check for their horse when he or she is sold to s
laughter, and receive money as a “reward” for the horrible, cruel way they have treated their animals…
Is this acceptable in our country?
We have saved many horses from slaughter that needed to be put down because of neglect and abuse. We have also saved many horses that we are able to rehab. We cannot report the owners of these horses because we do not know the names….anonymity. They are protected by the auction that will not give us a name. Case in point…. Billy Boy is a four-year-old Belgian who is fighting for his life. At first we thought Billy was starved, but every time we cross one hurdle with him medically, another one faces us. Now Billy is fighting for his life because he was severely abused and neglected, then sent to the kill auction. Billy was hurt and proper medical care was withheld from him. Billy could no longer work because of his poor condition, so he was starved… And when Billy could not longer walk, he was brought to the kill auction to ship to slaughter. His owner who hurt him and committed these punishable crimes received a check as a reward for the lack of care that he gave Billy

¦. This time however, it was not from the kill buyer, this time the check came from us, a rescue. We will now face thousands of dollars in medical bills, but his owner got a check so he can now go buy another horse and commit the same acts of cruelty against that horse. This is what horse slaughter does…..it hides the crime. Horse Slaughter in our country aids and abets the people who commit animal cruelty crimes. Horse Slaughter does not help prevent the abuse and neglect to the horses of our country… it encourages it and wraps it up in its’ blanket of “dirty little secrets” in this country. surgery, rehabilitation and life after racing.
MOST SHAMEFUL: The Commissioner did grant licenses to trainers who
are well known auction/kill buyers. While other tracks like Suffolk
Downs and Delaware Park are exposing the kill buyer side of racing
and penalizing trainers who sell horses to auctions/kill buyers,
Michigan's new self-described "first class" Pinnacle Race Course is
doing the OPPOSITE!
I'll let you ask them why because I do not know. Could this action
have anything to do with a major Detroit television station's
November 2007 hidden camera investigation regarding running injured
horses and entitled "One Race too Many"? Could it be because I
honestly replied to a Congressional request for information on
injured Thoroughbred horses for the Congressional sub-committee
hearing "Breeding, Drugs, and Breakdowns: The State of Thoroughbred
Horseracing and the Welfare of the Thoroughbred" on June 19 and
supplied witness Allie Conrad, the CANTER-Mid Atlantic executive
director, with information on horses that were injured or euthanized
due to their participation in Michigan racing? Could it be because
Michigan's racing industry keeps racing's dark secret and I did
not?

Hi Folks, 

I am delighted that Texas Horse Talk has just published my latest article.  This one concerns the USA Today op-ed by Dr. Strange called Homeless on the Range. I was surprised to see an AQHA email (the QHN Insider weekly) in my inbox today.  I cancelled my membership and wrote several emails to the higher ups of the AQHA board of directors on why I chose to cancel a membership when my family has been members for more than 50 years!!!   All because of their stance on slaughter (if they thought this was going to win me back…boy were they wrong!)…anyway, I thought I would share some interesting info from the email.  I have highlighted some of my favorite spots.  By the way…I love the definition of Livestock that they have…doesn’t that make dogs and cats livestock???  Dogs are for use and pleasure (ask anyone that owns a seeing eye dog or officer that is part of a dog unit if they aren’t of use!)

Companion Horse Update

The passing of HR 503, which enacted a ban on horse slaughter in the United States, has further fueled efforts to have horses legally reclassified as companion animals, instead of livestock. The reported reasons for the proposed change include the belief that it would further prevent the use of horses for human consumption and the opinion that horses are akin in their relationship to humans to other domesticated animals such as dogs and cats. Both the Humane Society of the United States (HSUS) and the People for Ethical Treatment of Animals (PETA) are organizations behind this effort. 

There is nothing equivalent to an animal
shelter that exists for unwanted horses

Livestock, by definition, are animals kept or raised for use or pleasure. Horses have, traditionally and legally, long been considered livestock in the United States, since they are raised and kept on a farm or ranch and are often used in commercial enterprises. According to American Horse Council statistics, the horse industry represents a major U.S. agri-business that makes a significant contribution to the economic well-being of the entire country. The industry has a $112-billion impact on the U.S. economy, generates 1,404,400 full-time equivalent jobs, and pays $1.9 billion in taxes to all levels of government.

The Right Option?

For many horse owners, the thought of permanently deleting their stallion's reproductive chances is a dreaded one indeed. For trainers, the idea might not seem so bad.

"I love riding geldings," said NRHA Million Dollar Rider Andrea Fappani. "I think they're the best show horses. But for me, as a trainer, it's still hard to convince owners to geld."

Fappani prefers a gelding, but that doesn't mean he believes the operation is best for all stallions that fall short of expectations. Naturally, he'd leave a great, cooperative-minded stallion a stallion. Likewise, Fappani would suggest gelding the very talented stallion that can't seem to keep his mind on business. But for the stallion with average ability and a wandering mind, Fappani does not believe gelding is always the right step to take.

"When we have a stallion where we're not sure if he'll turn out, we always leave it a stud because if we need to sell him, he's going to be easier to market as a stud," he said. "A great gelding, you're going to get great money for him. A good gelding, it's going to bring way less than a good stud."

Fappani pointed out that there is a strong foreign market for reining horses, and many of those potential buyers won't consider geldings.

"They want studs," Fappani said. "The countries where they're just starting out, they're looking for studs because they're trying to start a breeding business."

The key, Fappani concluded, is to not get in a hurry and to think about the future marketability of the horse. Ask yourself if the stallion would make a great gelding or an average gelding, then make your decision accordingly.

"I try to always look at it with an eye to the future," Fappani said. "You can't look at just for today. If gelding makes the horse a better show horse today but then you can't sell it, then it's not good for the customer."”

BOZMEN, Mont. - The Montana Farm Bureau Federation is expressing serious concern about a bill introduced by Rep. John Conyers, D-Mich., that would make it a federal criminal offense to knowingly move, sell, purchase or transport a horse for human consumption. That bill was introduced via the House Judiciary Committee's Crime, Terrorism and Homeland Security Subcommittee last week.
"Although it's called the Prevention of Equine Cruelty Act, it would actually work against the welfare of horses in the U.S.," Bob Hanson, vice president of MFBF, said in a press release this week. "For many horse owners, taking a horse to an auction is the only recourse, and many times you don't know where that horse will end up. Dear Dr. Corey:
You recently included the list of Unwanted Horse Coalition members in your
testimony to the Judiciary Committee at the hearing of HR 6598 the
Prevention of Equine Cruelty Act.
Your testimony clearly is against support of the act. The listing of
members at the end of his testimony will undoubtedly be construed as
constituents of yours who are also against the act which would give your
position more punch.
I realize that you never actually state that the coalition as a whole, or
members individually, agree or disagree with your position on HR 6598, but
the mere inclusion of members in your testimony will automatically be
interpreted as an alignment.
I, as president of Lifesavers Wild Horse Rescue, am vehemently opposed to
horse slaughter for human consumption or any other purpose and do support HR
6598, personally and on behalf of my organization.
Lifesavers has been a strong supporter of anti-horse slaughter legislation.
Since our incorporation in 1997, we have been fighting passionately to end
this cruel industry.
I joined UHC because I understood that horse slaughter, whether members were
for or against, was not an open issue or any aspect of the UHC's mission. I
understood the UHC to be about concerned equine organizations and
associations coming together to find solutions for the unwanted horse crisis
Had I known my organization and good name would be used in such an
underhanded fashion to make it look as though all the UHC members were
behind your testimony I certainly would never have joined the UHC, nor would
I ever have referred anyone or suggested that anyone else join the UHC.
I do now believe it is just a front for pro-slaughter individuals,
associations and organizations to rally support from horse enthusiasts who
may not be aware of the true agenda.
I am livid, and have asked the UHC to remove Lifesavers Wild Horse Rescue

New Hope For Horses
Call-In Day July 30, 2008

 H.R. 6598, the Prevention of Equine Cruelty Act of 2008, was just introduced in the U.S. House of Representatives and the horses need YOUR VOICE to help pass this bill and protect them from the cruelty of slaughter.
H.R. 6598, the Prevention of Equine Cruelty, is similar to H.R. 503 by prohibiting the knowing and intentional possession, shipping, transporting, purchasing, selling, delivering or receiving of a horse for slaughter. However, H.R. 6598 takes a simpler approach, prohibiting horse slaughter under the U.S. Code that addresses certain aspects of animal cruelty and abuse (known as “Title 18”). It creates a strong enforcement mechanism to prevent killer buyers from crossing the border with truckloads of horses, but only amends Title 18.
Please contact your U.S. Representative and ask them to co-sponsor H.R. 6598, the Prevention of Equine Cruelty Act of 2008. There is a Congressional Hearing on Thursday, July 31, so it’s essential to call Congress on July 30th!
Call the Capitol Switchboard at 202-224-3121 and ask for your Representative’s office.  When contacting your U.S. Representative, it’s important to remember to be polite and respectful.
Here is a suggested script for conveying all of the necessary points to the legislative staffer:
"Hello, my name is [your name] and I live in [your town]. As a constituent, I'm calling to urge my Representative to co-sponsor a new important bill: H.R. 6598, the Conyers-Burton Prevention of Equine Cruelty Act, to prevent horses from being cruelly slaughtered for human consumption.”

This week a press release from a previously unknown group calling itself the "Horse Welfare Committee" (www.horsewelfarecommittee.com) declared that it was going to perform research to determine just how bad the situation is for "unwanted horses". Atypically, the release had no contact person and offered only a website. Soon my inbox was full of questions about this new group.

I have long wished that we had better data available on a national level concerning equine abuse and neglect, so naturally the release tweaked my interest. But the announcement was vaguely reminiscent of a similar group that appeared some years earlier calling itself "CommonHorseSense.com". The beautifully designed web site of that group featured photos of running horses and claimed to have the mission of promoting horse welfare.

But from the beginning Common Horse Sense appeared to be heavily biased toward reinforcing the "unwanted horse" excuse of the horse slaughter industry. I remember chuckling at a post on an anti-slaughter board the day the site came on line. The post read "This site has the aroma of a slaughterhouse at low tide." Somehow the mangled metaphor was dead on.

By the end of the day someone had run a registration check on the site and found the site was owned by the attorney for the BelTex slaughter plant in Texas. Thereafter, whenever the site was used as a pro-slaughter reference the unfortunate fact of its ownership would soon be mentioned. This made the site's noble mission of promoting horse welfare through slaughter all the more difficult.

The message of the site was further besmirched when anti-slaughter activists launched a site with the name CommonHorseSense.net. The sibling site callously countered the original site's message with facts and an even more beautiful appearance. A few months ago the CommonHorseSense.com site suddenly disappeared.

Still, there was always the possibility that the new organization might do something useful, so I emailed them asking what methodology they intended to use in their research. I also sent them a copy of our most recent study on slaughter and abuse trends. I promptly received a courteous response saying that they intended to do real, documented research, but it went on to say that "Those of us entrenched daily in the horse industry are seeing first-hand the ripple effects of the slaughter ban (and, yes, the troubled economy) on a daily basis."

The most worrisome thing was that the email was signed only "The Horse Welfare Committee". Clearly the respondent was not interested in identifying himself or herself, and I thought I might be detecting a familiar odor.

The next whiff came almost immediately when the press release appeared in the TSCRA Daily News. The TSCRA or Texas Southwest Cattle Raiser's Association most certainly has a dog in the fight when it comes to horse slaughter. By state law, the TSCRA used to be paid $3 for every horse slaughtered in Texas.

The money the TSCRA received was ostensibly to perform brand inspections aimed at detecting stolen horses. That function might have been more demonstrably vital had they ever actually detected a stolen horse before it was slaughtered. The payments, intended to protect horses from theft, instead had the affect of making the TSCRA a loyal ally of the horse slaughter plants. Any reporter looking for a quote from "the other side" of the horse slaughter issue could always count on the TSCRA for a gem or two of horse slaughter wisdom.

So my next step was a visit to the Horse Welfare Committee web site where I found the same shy disposition as exhibited in the original press release and the email I had received. There was no "Who we are" tab to be found, nor any names of the owners.

Of course, my next move was to check the site's registration. Clearly the designers had learned their lesson from the debacle of the CommonHorseSense site. They had registered the site through a proxy service, making tracing its ownership nearly impossible. But unfortunately, the web designer had shot himself in one foot, reloaded and skillfully picked off the good foot.

The text of the tab in my browser did not read "Horse Welfare Committee", but "Faces of Agriculture". The website's author had forgotten to change the text from an earlier design. A further check of the link properties showed that the site had been constructed using Dream Weaver and it contained "faces of ag" in the source path.

And what is "Faces of Agriculture"? The site belongs to an agriculture radio program featuring Trent Loos. Trent is a factory farmer's factory farmer, and dresses for his part with a handlebar mustache and a black cowboy hat. He touts himself as a "sixth generation" rancher. Indeed, in 1999 Loos was involved with the massive Bell Farms 50,000 hog factory farm built on the lands of the Rosebud Sioux Tribe.

Unfortunately, the tribe felt they had been forced into the deal and did not want the pig farm. A tribal spokesperson said "These are the kinds of people who can pick up a phone and get a senator to use his power to force a stinking pig factory on our people." The tribe sued, eventually evicting the aromatic, sprawling farm and its picturesque lagoons of pig poop.

Loos' porcine background might explain much of the lingering olfactory sensation experienced by visitors to the new Horse Welfare Committee web site. But the new site is anything but Trent's first attempt to support horse slaughter.

Within the anti-slaughter community, Trent is probably best known for his inspired demonstration of the unwanted horse theory. For several months, Trent had bragged on his radio program that if the Illinois legislature brought an anti-slaughter bill up for a vote, he would deliver a truckload of unwanted horses to the capital steps.

When the day came, Trent kept his promise, delivering a load of toy stick horses which he passed out to some inner city children touring the capital. But the day was not to be Trent's. The bill passed easily and many of the children returned their horses when they learned that Trent was for horse slaughter. Nevertheless, aided by his well waxed mustache and his years at the pig factory, Trent kept a stiff upper lip.

Trent has gone on to demonstrate he is a man of many talents. In his book Crimes Against Nature, the environmentalist Robert F. Kennedy, Jr. recounts being stalked by Trent Loos (including into a men's room) as he toured on his lecture circuit. I had the opportunity to ask Trent about that as a substitute guest on his radio program "Rural Route" some years ago.

Trent was proposing a plan to make mustangs big game animals and to sell permits to "harvest" them. The original guest had been Gail Vacca. As I recall, Gail had a severe cold which had turned into laryngitis when she was told the topic and fell into uncontrollable convulsions of laughter and coughing. I suppose if we had known the BLM would eventually propose euthanizing the mustangs we might not have found Trent's plan so humorous. Clearly it is a mistake to underestimate our government's laser like propensity for doing the wrong thing.

Still, I jumped at the opportunity to ask Trent (on the air) if Kennedy's charges that he was a stalker and "cattle rustler" were true. Trent said he had only been following Kennedy to force him to tell the truth, and then admitted that he (Trent) had indeed once pled "no contest" to cattle fraud.

The next time I am on Trent's program, I hope to ask him how his research is going and what he did with all the stick horses. There were rumors on the anti-slaughter boards that he had them slaughtered for tooth picks. Unfortunately I must have missed his call as I have not yet been invited back to his program. Meanwhile I will eagerly await the results of his "research". I expect we will see a lagoon full of it before long.

And the next time I am in Washington, I intend to ask Senator Larry Craig why he is risking his reputation as a "straight shooter" by doing the bidding of this gang and blocking the American Horse Slaughter Prevention Act. I am hopeful the good Senator will reconsider his position and take a wider stance on the issue.

What we need is a truly balanced debate that addresses sound, humane solutions to horse welfare issues. Unfortunately it seems like today’s intentions lie less with the interests of the horses and more with the interest of profit,” said Chris Heyde, deputy director of government and legal affairs for AWI.What can only be described as a largely one-sided event, proponents of horse slaughter once again used their “unwanted horse” campaign as a way to perpetuate the idea t hat horse slaughter is a necessary evil without which horses will be subjected to mass neglect or abandonment. During the forum, slaughter proponents offered no solutions or options on how to fix the problem of unwanted horses, but continuously insisted that slaughtering is a humane way of dealing with surplus horses.What they failed to mention about their supposedly humane solution are the thousands of miles that horses are made to travel without rest, food, or water, in cramped double deck trailers on their way to the slaughter house and the brutal way in which they are killed. “I came to attend an open forum about caring for horses, and all I heard about is that horses are personal property that can and should be slaughtered if the owners of this property want to do so,” said Dr. John Boyd, President of The National Black Farmers Association (NBFA). “When I tried to inform the audience of our recently announced initiative with AWI, “Project Wanted Horse”, which w ill help care for America’s horses in need, I was immediately shot down. I thought this was a forum to discuss solutions, not squash ideas.”In the ultimate act of hypocrisy, the event included a keynote address by former Congressman and current horse meat industry lobbyist Charlie Stenholm announcing a systematic effort to go to county and state associations and legislatures with their campaign in support of horse slaughter. If he can’t mislead the Congress and the American public on the issue he will try on another level.“It is hard to believe that the USDA and The American Horse Council really expect a “balanced” debate from an industry paid lobbyist. The option of sending your horse to slaughter is alive and well in the U.S. - and I have a list from the USDA (received under the freedom of information act) of local - yes, i said LOCAL kill buyers in Ma and NH.

Kill buyers who collect them up till they get a full load to direct ship..
FOIA listed for ME, NH, MA, NY, ETC..
It is demand for horse flesh abroad - not unwanted horses that feed the pipeline...
they do not want skinny old horses for obvious reasons.. and they are less $ on the hoof
they want tender young flesh .
there is an actual plant document on kaufmanzoning.net that lists the plants prices to KB's and an area where KB's were charged 50.00 to leave a too skinny horse.

There is a great deal going on and much of it is encouraging, however some other trends are very worrisome.   It appears to me that there is a concerted effort to get rid of the mustangs before the Bush administration ends.  They know that either Obama or McCain will be less likely to let it continue.   I will pass along more information on that soon.

Washington, D.C. (June 17, 2008) – The Animal Welfare Institute (AWI) and the
National Black Farmers Association (NBFA) today launched a national partnership
to help American horses in need by finding them homes on farms operated by NBFA
members. The announcement of the “Project Wanted Horse” partnership comes as
the US Congress considers the American Horse Slaughter Prevention Act (S. 311/
H.R. 503), working to disprove bill opponents’ arguments that the campaign to
end horse slaughter has resulted in a glut of unwanted horses in the United
States – and that slaughter is therefore necessary. “One of the horse slaughter
industry’s main arguments is that there are no homes for these animals,” said
Chris Heyde, deputy director of government and legal affairs for AWI. “The
coming together of our national organizations sends a significant message that these horses are valued and
wanted.” “Project Wanted Horse” will ensure that horses rescued by equine
protection organizations, from the slaughter pipeline, or from an abusive
situation are placed on farms operated by NBFA’s 94,000 members across the
country. AWI will oversee the placement of horses with NBFA members. Each placed
animal will be accompanied by a legally binding contract, ensuring quality
lifetime care and that they will not be resold only to end up on the path to
slaughter. While horse slaughter no longer occurs in the United States, in 2007,
more than 100,000 American horses were exported to Canada and Mexico, where they
were killed, processed and exported for human consumption in Europe and Asia.
Each year, thousands of horses are purchased at auction by killer-buyers, stolen
from farms and acquired illegally. Across the border, they are often slaughtered
using barbaric practices that are illegal in the United States, such as shooting
and stabbing. “Having seen the recent HBO ‘Real Sports with Bryant Gumbel’ segment on
horse slaughtering, I had no choice but to act,” said Dr. John Boyd, NBFA
founder and president. “Horse slaughter, in all circumstances, is a violent,
brutal process. Horses play an important role in our members’ lives, not just
because of their role on the farm, but because they are often part of our
families. By joining with the Animal Welfare Institute, we hope to end the
transportation and brutal killing of these animals for human consumption.” The
American Horse Slaughter Prevention Act (S. 311/ H.R. 503), pending in both
chambers of Congress, would outlaw the transportation of horses either
domestically or internationally for slaughter. The legislation is sponsored by
Senators Mary Landrieu (D-LA) and John Ensign (R-NV), as well as Representatives
Jan Schakowsky (D-IL), John Spratt (D-SC), Nick Rahall (D-WV) and Ed Whitfield
(R-KY). S. 311 has 38 cosponsors in the Senate, including Senator Barack Obama

Court rejects appeal on Ill. horse slaughter ban

WASHINGTON (AP) — The Supreme Court has declined an appeal from the owners of a horse slaughtering plant who challenged an Illinois law prohibiting the killing of horses for human consumption.

Cavel International Inc. closed its plant in DeKalb, Ill., last year after a federal appeals court upheld the ban. The company urged the justices to step in to allow the facility to reopen. The court did not comment on its order Monday.

The plant was the last horse slaughterhouse in the United States. About 40,000 to 60,000 horses were there annually, and most of the meat was shipped to be eaten by diners overseas.

Two other U.S. plants, both in Texas, also closed in 2007.

The case is Cavel International, Inc., v. Madigan, 07-962.

Supreme Court of the United States Denies Appeal on Illinois Horse Slaughter Ban 

Washington, D.C.  (June 16, 2008) – The repeated attempts by Illinois-based Cavel International, Inc. to continue slaughtering horses in the face of a state ban on the practice and the will of the people of Illinois were quashed for a final time today, when the Supreme Court of the United States denied the slaughterhouse’s petition for certiorari

On January 18, 2008, Cavel had appealed the earlier decision by the US Court of Appeals for the Seventh Circuit, which upheld the decision by the US District Court for the Northern District of Illinois to reaffirm the constitutionality of an Illinois law preventing the slaughter of horses for human consumption.  

“We are relieved and elated that the Supreme Court has decided this case does not warrant additional review,” said Tracy Silverman, general counsel for the Animal Welfare Institute (AWI).  “We thank the Illinois attorney general’s office for its efforts arguing to uphold the state law preventing the slaughter of horses for human consumption.” 

The American Horse Slaughter Prevention Act (H.R. 503/S. 311), a federal bill to ban horse slaughter in the United States and the transport of horses abroad for the same purpose, is pending in the US Congress.  Its enactment is now essential to ensure horses who would have been sent to Cavel are not exported for slaughter in Canada or Mexico.

 “While we don’t expect companies such as Cavel to stop trying to manipulate the legal and political systems, we hope other pro-horse slaughter organizations will now work with us to protect America’s horses from this cruel and predatory industry,” said Chris Heyde, AWI’s deputy director of government and legal affairs.  “The American public has made clear its desire to close this industry down, and AWI is proud to be leading the charge to pass the urgently needed federal law to ban horse slaughter.”

The Shelby Feedlot exposed by Animal Angels

Animal Angels has done it again.   This time they have given us an unvarnished view of the mammoth horse feedlot at Shelby Montana.  My long time friend Julie Caramante assisted in this report and video.  It shows stallions breeding mares in the chaos, newborn foals and their mothers trying to cope, horses being loaded for slaughter, dead pits and all the other horrors of this death row factory.  It is heartbreaking but must be viewed.

I rarely ask people to support one organization over another because there are so many great and needy causes.  However, I can't think of any organization where such a high percentage of your contribution gets translated directly to action.  

Anti-slaughter movement growing internationally

One of the most telling moments in this campaign was when Jim Tucker, answering to a Dekalb Sanitary Board meeting to explain his plants blatant pollution, said "They just keep coming at us from all sides."  Yes we do, and yes we will!  If they thought they could hide across the borders, they are now finding new threats there.

Mexico

Lately we have been seeing anti-slaughter groups growing in Canada and Europe, but now we have Amigos in Mexico!   A growing movement there is trying to shame its government into addressing the barbarism of their horse slaughter industry. This is a most welcome development and we welcome them to our family.

Canada

I have been working with the incredible folks of the Canadian movement for some time and they have gotten a lot attention for the issue.  Now the CBC (Canadian Broadcasting Corp.) will air a long program on horse slaughter in Canada a week from Tuesday.  It was the result of an extensive investigation that included undercover work exposing the cruelty of the slaughter process in Canada.  They traveled to the US, and among other places they filmed Sugar Creek.  They came here in late Winter as well, and interviewed me and filmed Sara (rescued out of a New Holland kill pen by AC4H) and our other horses. They could not get over how friendly Sara was.  She (and now Amira) are wonderful ambassadors for their comrades trapped in the slaughter machine.  This may be the most important program since the HBO special.  It will be available on line and I will send around the link when it is. 

Political

As you know, we are blessed that the last three candidates left standing for President are cosponsors of S.311!   I cannot over emphasize the importance of the Presidency in stopping horse slaughter.  Congress passes laws (at least they used to) but the President runs things.  We learned that in spades when the USDA side stepped the Ensign / Byrd Amendment with their illegal pay-for-inspections program. 

Even within Congress there are leaders like the whips and majority leaders and key gate keepers like the chairs of the various committees.  Special interests use these gate keepers to block legislation.  For those of you who have been in this fight a few years, you know that Representative Bob Goodlatte blocked the AHSPA for four years as Chairman of the House Agriculture Committee.  In the last election the Republicans lost the majority control of the House and he lost his chairmanship, but make no mistake that he is still incredibly powerful behind the scenes as the ranking member. 

For many years there has been nobody running against Bob in the Virginia 6th District except for the occasional   independent.  Now Goodlatte has a young man with fire in his gut who is going to be on the Democratic side of that ticket in November.  I met Sam Rasoul when he first started his campaign for Goodlatte's seat.  I was impressed, but I decided to watch him in the primaries to see if he really intended to fight with the determination it would take to have a chance in that highly GOP weighted district.  I am amazed at his energy and determination.  In many ways he is running his campaign like Obama. If there was ever a chance of unseating Goodlatte, this is it. If he beats Goodlatte it will send shockwaves through the anti-horse lobby!

So if you ever wanted to send a message to Goodlatte and friends, send Sam a few bucks!

The Big Bend Ranch Burros

A story broke a while back about the wanton killing of wild burros in this part of the Texas Parks and Wildlife system.  It is a story of two high level Park Service executives going into the remote Big Bend Ranch park and shooting the wild burros secretly.  The claim is that they were trying to eliminate a "feral" species to introduce Long Horn Sheep, but I have received a copy of the Internal Affairs investigation and while it supposedly exonerates the managers, it is clearly a cover-up.  Email me if you want a copy.

Now they are taking a page out of the BLM book and claiming the burros will wreck the eco-system if allowed to stay.   They don't mention that the burros have been there for 100 years!

Study shows no increase in equine abuse following closure of horse slaughterhouses 

Kanab, Utah (June 2, 2008)  A nationwide study of equine abuse and neglect has recently been concluded by researchers working with the Animal Law Coalition.  The data was taken from the national on-line database of reported animal abuse cases at www.petabuse.com.     

The study tabulated the number of reported cases of equine abuse and neglect and the number of horses involved in those cases over a period starting in January of 2006 and ending in March of 2008. The goal of the study was to quantify the combined impact of the plant closings, the economic downturn and higher grain and hay prices in the past year. 

Researchers admit to being surprised by the results. The study found that while there had been some regional increases in the frequency of such cases, there had been other areas of the country where reductions more than offset the increases.  The conclusion was that on average the year of 2007 was no worse, and in fact slightly better than 2006.

Joyce Jacobson, the researcher who first proposed the study, said “The results were so surprising that we completely repeated the data search to assure it was accurate.  Then we waited for several months after the last tabulated month to assure all the data was in.”

 Asked to explain the unexpected results, John Holland, senior analyst for AAHS (Americans Against Horse Slaughter) said “A significant number of media stories had assured us that abuse and neglect had increased dramatically following the closing of the Texas horse slaughter plants in February of 2007 and the Illinois plant in September.  What we see is that this clearly never happened.”    

Holland went on to say that the number of equine rescues nationwide has increased dramatically in recent years.  “It appears” he concluded, “that the rescues were able to take in the horses pushed out of their homes by these adverse economic conditions.” 

Steve Rei, President of the National Equine Rescue Coalition said that a poll taken of the organization’s member rescues earlier in the year found that about 60% were at financial capacity; while very few were at space capacity.  Rei went on to say it was clear that with more financial help the rescues could handle even more horses.

This is an example of why we dropped our farm insurance long ago with these
scum . It costs us more at another insurance co. but it is worth it. My state
rep. told me that the Farm Bureau fights ANY law for ANY knid of animal
welfare.

Springfield, IL (May 22, 2008) - Despite strong support for a bill banning
the use of double deck trailers for hauling horses in Illinois, the
legislation died earlier this week in a Senate Committee following a
disingenuous lobbying effort by the Illinois Farm Bureau. H.B. 4162 was
introduced following the horrific "Wadsworth Crash" of 2007 in which 59
Belgian draft horses were severely or fatally injured after the double-deck
trailer they were being transported in was overturned.
It is common knowledge that transporting horses on such vehicles that are
actually designed for smaller species like cattle and hogs is not only
inhumane but unsafe, given their top-heavy nature. The bill died when the
Illinois Farm Bureau insisted on attaching an amendment that would have
exempted double-deck "horse" trailers, arguing that a humane double-decker
specifically designed for horses might be built in the future.
In truth, no such vehicle could be engineered that would be both comfortable
for the horses and safe for transport on U.S. roads and highways; such a
vehicle would need to be at least 17' tall and in reality even higher, would
be dangerously top-heavy and would exceed the clearance space in many
tunnels and overpasses. Ultimately, since no regulatory definition of a
"horse" trailer exists, the amendment would have had the real effect of
allowing unscrupulous transporters to still put their horses on a
double-decker originally designed for cattle, simply call it a "horse"
trailer, and bypass the proposed law.
While the Illinois Farm Bureau attempted to present itself as reasoned and
caring, it was clear to those working the inside that the organization had
only one objective in this instance: to defeat any measure that would have
led to the more humane transport of horses in Illinois. Often being on the
opposite side of basic animal welfare measures, the Illinois Farm Bureau
outdid itself this time, and was clearly out of step with the majority. The
American Veterinary Medical Association, US Department of Agriculture,
Illinois Department of Agriculture, Animal Welfare Institute, and many
Illinois horse owners and horse transport companies all support an end to
the transport of horses on double-deckers.
"The AWI commends the sponsors of H.B. 4162, Representative JoAnn Osmond,
Representative Bob Molaro and Senator John Cullerton for fighting to protect
horses from this cruel form of transportation," said Heyde. "Their
commitment to equine welfare is commendable. We look forward to working
with them and other compassionate legislators in the future to ban the
transport of horses via double-deck trailers in Illinois. The fight is far
from over."

Mexico has a stock of around 6.3 million horses from which around 10%
(626,000 head) are slaughtered for the production of meat and the rest is used for
breeding, horse racing, equestrian activities, etc.
During the period 1998-2002 the production of horsemeat in Mexico maintained
relatively stable at a level of around 79,000 thousand tonnes. PRODUCTION OF

Mexico still has a low annual per capita consumption of horsemeat (0.8 kg),
as compared with beef (16.k kg), pork (15.1 kg), poultry (21.8 kg) or even
sheep meat (1.6 kg.). However, consumption has been increasing over the last few
years.
During the period 1998-2002 the Mexican imports of live horses registered a
reduction of 6.3% in terms of volume. However, they registered a growth of
163.9% in terms of value, which indicates an increase in the prices of these
animals.
The U.S. is the main supplier of live horses to Mexico with a share of 92% in
the Mexican imports. Mexico also imports live horses from several European
countries such as Belgium, Spain, Netherlands, Germany and Portugal.
Canada has a share of less than 1% in the Mexican market of live horses.
However, during the period 1998-2002 the Canadian exports of these animals to
Mexico grew from 4 head with a value of US$10,000 to 30 head with a value of

Due to the increasing demand for horsemeat, the Mexican imports of this
product have been increasing over the last few years.
During the period 1998-2002 the Mexican imports of horsemeat grew 58.8%,
jumping from 2,181 tonnes with a value of US$2.2 million to 3,464 tonnes with a
value of US$4.1 million.
In the past, most of the horsemeat imported by Mexico came from the United
States
. However, Canada has been increasing its exports to the Mexican market
and in 2002 it became the first supplier of horsemeat to Mexico with a share of
50.7%.
The Canadian exports of horsemeat to Mexico jumped from 38 tonnes with a
value of US$8,000 in 1998 to 1,758 tonnes with a value of US$2.1 million in 2002.

Under NAFTA, the Canadian exports of live horses and horsemeat have duty free
access in the Mexican market, which represents an advantage over other
competitors such as Australia and the European countries.
The increasing consumption of horsemeat and the benefits of NAFTA provide
good opportunities for Canadian exporters in the Mexican market.

They Eat Horses There, Don’t They?

This is a touchy subject, so allow me to start with a disclaimer: I live in France, I love living in France, and I do not eat horse meat — and neither do 82 percent of the people who live here. 

Yes, some French people eat horse meat. So do some Belgians, Italians and many other Europeans. Consumption seems to follow a linguistic divide, with eating horse meat taboo in English-speaking countries. Demand for horse meat reached a peak in the postwar years of the 1950s and has fallen steadily ever since. 

According to data from the Institut de l’Elevage, a French meat industry research group, 18 percent of French households still regularly dine on horse meat. Those households buy an average of 2.5 kilograms, or five and a half pounds, of horse a year, which is down 58 percent over the past 20 years. In France, horse meat is second only to veal in price, averaging 12.67 euros, or about $19.58, a kilo. Veal goes for 13.88 euros a kilo, beef for 11.20 and pork for 6.26. 

In 2006, the last year for which figures are available, 18,991 horses were slaughtered for food in France. The total number of foals born in the country that year was 52,241, but that includes all breeds; the thoroughbred crop was 4,982. 

Since last year, thoroughbred breeders and owners have been allowed to declare on a horse’s papers that the animal is not intended for human consumption, so therefore cannot be slaughtered. This coincides with the formation of Ligue pour la Protection du Cheval, which is funded by France Galop, the governing body of racing in France, and by check-offs from owners and trainers who agree to contribute a percentage of purses. The Ligue will take possession of racehorses that can no longer compete, provide veterinary care for injuries and then place the horse in a new job or in retirement, depending on the age and ability of the horse. The Ligue retains possession of the animal for life, to avoid unscrupulous new owners selling the horse on for slaughter.

When I arrived in France in 1994, horse meat was relatively widely available. Supermarkets had a section of the meat case devoted to it and “chevaline” butchers were easily found in the street market.

Now, though, demand is clearly flagging. Most supermarkets no longer stock horse meat, and many horse butchers are only open one or two days a week or have gone out of business.

Many customers are older people, who grew up eating horse meat in the postwar years. Younger people, in general, are appalled at the idea. Enrollment by young people in riding schools, on the other hand, is booming. So while some may think that the French sit around eating horse for breakfast, lunch and dinner, most French people would rather ride them than eat them.

-What are your feelings towards American horses being driven to Canada and Mexico to be slaughtered?

It is a terrible situation, since in Mexico we know that the slaughtering conditions are atrocius.

The horses are introduced alive through all the borders into Mexico, one example is Ciudad Juárez, State of Chihuahua, México.

We do not know where these animals end up.

-Critics say horses bound for slaughter are transported in horrible trailer conditions from the US to Mexico.  Can you explain how the horses are transported?

When they get into the interior of Mexico, they are put into quarentine and are transported from the borders in double tier compartments, with minimum space between them, even to breathe. As a result of this, many die in transport. They go through a distressing and long agony.

This violates the Mexican standards: NOM 051 ZOO-1995, (said by the SAGARPA) for transportation of horses.

How are the animals slaughtered?

The method used to kill horses in most of the clandestine plants in Mexico, (all over the country) is by stabbing them in the spine until they are disabled. Then they are strung up from their hind legs and their throats are slit. Some others are killed by hitting them with a hammer on their heads, as well as donkeys and mules and most of them are skinned even if they are still alive. Some others are put into a box to immobilize them and stab them to death. The "puntilla" method appears to be standard at older slaughter plants throughout Mexico.

These intelligent and sensitive animals go through unspeakable suffering, even before their death.

-How is the Mexican government reacting to horse slaughter in their country?

Complete indifference and unaware of the extent of the problem.

-What can Americans do if they want to stop horses from being driven to Canada and Mexico for slaughter?

They have to press the American Congress and their Government to pass the S.311, it is vital that they write to their congressmen and ask him/her to support it to amend the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption, and for other purposes. Implement border control, inspection of all the trailers coming into and out of the country.

Control the propagation by neutering the animals.

-How do you respond to American ranchers and horse auctioneers who support horse slaughter?

I would ask them to stop selling the animals and to also control the propagation by neutering them.

Conclusion

The Mexican animal protection groups (APASDEM -Asociaciones Protectoras de Animales de México)  and other groups in Mexico and worldwide as well as  humanitarian people of all over the world, strongly recommend that the American Congress or Government pass laws to stop every attempt to cause suffering to horses, donkeys, mules and stop the transport of any of them into Mexico and Canada. It is imperative to stop this insensitive commercial exploitation of animals.

The horses, mules, donkeys have endowed their lives to supporting people, children, ranchers, industries, etc.

Mexico has a stock of around 6.3 million horses from which around 10%
(626,000 head) are slaughtered for the production of meat and the rest is used for
breeding, horse racing, equestrian activities, etc.
During the period 1998-2002 the production of horsemeat in Mexico maintained
relatively stable at a level of around 79,000 thousand tonnes. PRODUCTION OF

Mexico still has a low annual per capita consumption of horsemeat (0.8 kg),
as compared with beef (16.k kg), pork (15.1 kg), poultry (21.8 kg) or even
sheep meat (1.6 kg.). However, consumption has been increasing over the last few
years.
During the period 1998-2002 the Mexican imports of live horses registered a
reduction of 6.3% in terms of volume. However, they registered a growth of
163.9% in terms of value, which indicates an increase in the prices of these
animals.
The U.S. is the main supplier of live horses to Mexico with a share of 92% in
the Mexican imports. Mexico also imports live horses from several European
countries such as Belgium, Spain, Netherlands, Germany and Portugal.
Canada has a share of less than 1% in the Mexican market of live horses.
However, during the period 1998-2002 the Canadian exports of these animals to
Mexico grew from 4 head with a value of US$10,000 to 30 head with a value of

Due to the increasing demand for horsemeat, the Mexican imports of this
product have been increasing over the last few years.
During the period 1998-2002 the Mexican imports of horsemeat grew 58.8%,
jumping from 2,181 tonnes with a value of US$2.2 million to 3,464 tonnes with a
value of US$4.1 million.
In the past, most of the horsemeat imported by Mexico came from the United
States
. However, Canada has been increasing its exports to the Mexican market
and in 2002 it became the first supplier of horsemeat to Mexico with a share of
50.7%.
The Canadian exports of horsemeat to Mexico jumped from 38 tonnes with a
value of US$8,000 in 1998 to 1,758 tonnes with a value of US$2.1 million in 2002.

Under NAFTA, the Canadian exports of live horses and horsemeat have duty free
access in the Mexican market, which represents an advantage over other
competitors such as Australia and the European countries.
The increasing consumption of horsemeat and the benefits of NAFTA provide
good opportunities for Canadian exporters in the Mexican market.

They Eat Horses There, Don’t They?

This is a touchy subject, so allow me to start with a disclaimer: I live in France, I love living in France, and I do not eat horse meat — and neither do 82 percent of the people who live here. 

Yes, some French people eat horse meat. So do some Belgians, Italians and many other Europeans. Consumption seems to follow a linguistic divide, with eating horse meat taboo in English-speaking countries. Demand for horse meat reached a peak in the postwar years of the 1950s and has fallen steadily ever since. 

According to data from the Institut de l’Elevage, a French meat industry research group, 18 percent of French households still regularly dine on horse meat. Those households buy an average of 2.5 kilograms, or five and a half pounds, of horse a year, which is down 58 percent over the past 20 years. In France, horse meat is second only to veal in price, averaging 12.67 euros, or about $19.58, a kilo. Veal goes for 13.88 euros a kilo, beef for 11.20 and pork for 6.26. 

In 2006, the last year for which figures are available, 18,991 horses were slaughtered for food in France. The total number of foals born in the country that year was 52,241, but that includes all breeds; the thoroughbred crop was 4,982. 

Since last year, thoroughbred breeders and owners have been allowed to declare on a horse’s papers that the animal is not intended for human consumption, so therefore cannot be slaughtered. This coincides with the formation of Ligue pour la Protection du Cheval, which is funded by France Galop, the governing body of racing in France, and by check-offs from owners and trainers who agree to contribute a percentage of purses. The Ligue will take possession of racehorses that can no longer compete, provide veterinary care for injuries and then place the horse in a new job or in retirement, depending on the age and ability of the horse. The Ligue retains possession of the animal for life, to avoid unscrupulous new owners selling the horse on for slaughter.

When I arrived in France in 1994, horse meat was relatively widely available. Supermarkets had a section of the meat case devoted to it and “chevaline” butchers were easily found in the street market.

Now, though, demand is clearly flagging. Most supermarkets no longer stock horse meat, and many horse butchers are only open one or two days a week or have gone out of business.

Many customers are older people, who grew up eating horse meat in the postwar years. Younger people, in general, are appalled at the idea. Enrollment by young people in riding schools, on the other hand, is booming. So while some may think that the French sit around eating horse for breakfast, lunch and dinner, most French people would rather ride them than eat them.

-What are your feelings towards American horses being driven to Canada and Mexico to be slaughtered?

It is a terrible situation, since in Mexico we know that the slaughtering conditions are atrocius.

The horses are introduced alive through all the borders into Mexico, one example is Ciudad Juárez, State of Chihuahua, México.

We do not know where these animals end up.

-Critics say horses bound for slaughter are transported in horrible trailer conditions from the US to Mexico.  Can you explain how the horses are transported?

When they get into the interior of Mexico, they are put into quarentine and are transported from the borders in double tier compartments, with minimum space between them, even to breathe. As a result of this, many die in transport. They go through a distressing and long agony.

This violates the Mexican standards: NOM 051 ZOO-1995, (said by the SAGARPA) for transportation of horses.

How are the animals slaughtered?

The method used to kill horses in most of the clandestine plants in Mexico, (all over the country) is by stabbing them in the spine until they are disabled. Then they are strung up from their hind legs and their throats are slit. Some others are killed by hitting them with a hammer on their heads, as well as donkeys and mules and most of them are skinned even if they are still alive. Some others are put into a box to immobilize them and stab them to death. The "puntilla" method appears to be standard at older slaughter plants throughout Mexico.

These intelligent and sensitive animals go through unspeakable suffering, even before their death.

-How is the Mexican government reacting to horse slaughter in their country?

Complete indifference and unaware of the extent of the problem.

-What can Americans do if they want to stop horses from being driven to Canada and Mexico for slaughter?

fourth annual Washington, D.C. Fly-In said members of Congress are
realizing the unintended consequences of closing the last three horse
slaughter plants in the U.S.

Jim Santomaso, L.M.A. president, said the industry is seeing "more and
more reports of abandoned horses and of horses turned out and left to
starve because owners can’t afford their upkeep or have the means to
properly dispose of them," after a series of legislative actions closed
the three remaining U.S.-based plants in recent years.

Cavel International Inc., DeKalb, Ill., was the final plant to close
this past year. State officials closed the plant, and a legal battle to
reopen has led Cavel officials to the U.S. Supreme Court. In February,
L.M.A. filed an "amicus curiae" (friend of the court) brief with the
Supreme Court, asking it to overturn the Illinois law banning horse
slaughter and the federal appeals court decision upholding that law.
That law, and the subsequent appeals decision, effectively exempted
40,000-60,000 horses from humane slaughter, the brief said. The Cavel
plant slaughtered that many horses annually, all under the provisions of
the federal Humane Slaughter Act, which applies only to U.S. plants.

"[Lawmakers] are ready to listen to the argument that banning slaughter
is creating huge problems," said Mr. Santomaso. "The ban takes away
individual property rights, when you tell a horse owner what he can and
cannot do with an animal that may be at the end of its useful life."

L.M.A. representatives made these points during meetings with the
chairman and staff members of panels of the House and Senate Agriculture
Committees, and lawmakers from the members’ home states. During a trip
to Washington April 27-30, the group also met with the chair of the
House Agriculture Appropriations Subcommittee, Rep. Rosa DeLauro,
D-Conn., to discuss the unintended consequences of using the
appropriations process in removing a humane method of disposal for tens
of thousands of unwanted horses.

The "terrible result" of legislation banning this slaughter, he said,
"is to close legitimately operated food-processing plants based solely
on cultural and emotional arguments. And that sets a very dangerous
precedent of banning a legitimate meat product for reasons other than
food safety or public health."

"We are cautiously optimistic that the people we met on Capitol Hill
will keep our position in mind as Congress moves forward on this key
issue," he said.

You may recall that State Representative Warren Chisum of Pampa , Texas

formally requested an Attorney General’s opinion at to whether or not

horsemeat may be legally transported through Texas for shipment to other countries. 

The horse slaughtering plants in Mexico would like to resume bringing their horsemeat to DFW for shipment overseas because they cannot economically ship directly from Mexico .   They wanted to make an end-run around last year’s 5th Circuit Court of Appeals decision upholding the Texas Agriculture Code’s ban on the sale of horsemeat for human consumption.  (I had no idea that Rep. Chisum’s constituents in the panhandle were so concerned about the profitability of Mexican horse slaughtering plants).  

Today the Attorney General issued an opinion stating that no, horsemeat may not be transported through Texas for shipment overseas.  The slaughter of horses for human consumption in Mexico has suddenly became way less profitable.

Chapter 149 of the Agriculture Code makes it an offense for any person to sell horsemeat for human consumption, possess horsemeat with the intent to sell it as food for human consumption, or transfer horsemeat to a person who intends to sell it for human consumption irrespective of the origin or destination of the horsemeat. A court would likely find that section 1553 of the Tariff Act of 1930 and federal regulations promulgated thereunder do not preempt the application of chapter 149 to a foreign corporation that transports horsemeat intended for sale as food for human consumption in-bond through Texas for immediate export abroad. Similarly, a court would likely find that the application of chapter 149 to a foreign corporation that transports such horsemeat in-bond through Texas for immediate export abroad does not violate the federal dormant Commerce Clause by discriminating against or unduly burdening interstate or foreign commerce.

Hi Folks,

The legacy of Eight Bells

Like many of you my wife and I are big Derby fans and we were watching when Eight Bells went down.   Coming so soon after Barbaro and in a week with the break down of two other popular horses, it has been a real black eye for the racing industry.  A friend of mine just darkly suggested they rename the world famous futurities the "Cripple Crown".   

We all know that the racing of immature horses, the use of drugs to enable injured horses to race, and the breeding of Thoroughbreds with lighter and lighter legs is all going to assure that we have not seen the last of such tragedies.  But there is also a positive side. 

Through his tragic fate, Barbaro left a legacy that is hard to overestimate.  The number of people who were made aware of slaughter and the fantastic work of the FOBs has given the anti-slaughter movement a huge boost.  Alex Brown has increasingly become a major figure in the anti-slaughter movement and one of our strongest ambassadors to the racing industry.  

Lately, as the AVMA's and AQHA's money has managed to get its propaganda passed as journalism in articles across the country, those of us trying to get the truth out were beginning to feel overwhelmed.  With her tragic death, Eight Bells left a journalistic legacy that will go far to expose the silent tragedy of the slaughter of these valiant race horses.  The number of stories that have appeared about her and about the fate she might well have faced if she had lived out her usefulness has been astounding.  Her death was totally unnecessary and tragic, but not in vain.

The rumor about a slaughter house being built in NV appears to be just that, a rumor.  I have contacted both NV senators' offices, two of three congressmens' offices, the governor's office, the Carson City Mayor's Office, the Planning Commission Office.   The Governor's Office, the mayor's office and the Planning Commission have heard nothing about a slaughter house being planned for any place in and no applications have been filed.  All three said that, in the event the question was to come up, it would be extremely unlikely that approval would be granted.  Furthermore, they are currently checking to see where this rumor started.  Sen. John Ensign's office is also checking into the rumor.  I have left contact information with the Governor's assistant, who agreed to contact me if she heard anything more.

Furthermore, I promise you all that if a slaughterhouse was to be approved for , they would have to bury me beneath it.

Why the organizations opposing the American Horse Slaughter Prevention Act are wrong
A paper by Duane L. Burright
Introduction
As a horse owner, I have been involved in the fight to end horse slaughter in the United States since 2003. This task should be easy considering that Americans hold the horse in high regard, but believe me when I say this has been one of the biggest challenges I have ever faced. The American Horse Slaughter Prevention Act (AHSPA) has been pending in Congress for several years now but certain corrupt politicians, and groups claiming to know what is best for horses, stand in our way. Those groups are the American Veterinary Medical Association (AVMA), the American Quarter Horse Association (AQHA) and certain agricultural interests (mainly beef and pork producers); the politicians include Rep. Bob Goodlatte (R-VA), former Rep. Charles Stenholm (D-TX), and Senator Larry Craig (R-ID).
However the arguments used by these groups and individuals are not based on fact. Every statement they make is easily disputed.
A woman named Mary Nash once told me that the best way to fight the pro-slaughter side's myths is with facts which can not be disputed. Unfortunately, Mary lost her battle with cancer in July of 2005. To find out more about Mary and the fight against horse slaughter, please visit www.marynash.org.
Over the years, I have come to know the following facts about the horse slaughter trade.
The horse slaughter trade is really about supply and demand, not saving "unwanted horses" from neglect or abuse.
The ban on horse slaughter is not a "vegetarian agenda" to ban the processing of beef, pork, chicken or other meat which is culturally accepted here in the U.S.
In the United States, horses are not regulated as food animals.
The horse slaughter industry is neither good for the local or national economy.
When confronted with facts the pro-slaughter side either repeats their claims or attempts to deceive the public.
The horse is a strong part of American culture.
A few years ago, I read a White Paper commissioned by the Thoroughbred Retirement Foundation called "Horse Slaughter: An Unnecessary Evil." The title of that paper pretty much sums it up since horse slaughter is completely unnecessary in the United States.
The Supply and Demand Angle
The favored argument of the AVMA and AQHA is that if horse slaughter is banned horse welfare will suffer in the form of abandoned horses and horse neglect, but they fail to take into consideration USDA statistics which show that their dire claims have not happened in the past. Instead, these statistics show a business driven by supply and demand rather than unwanted horses.
The statistics that I mention come from the USDA, they show that there was a sharp decline in the number of U.S. horses slaughtered during the 1990's. According to these records there were 345,700 horses slaughtered for export in 1990, ten years later in 2000 that number was 50,400. During this timeframe the number of horses slaughtered per year dropped by as many as 79,000.
Interestingly, there was no evidence of a rash of "unwanted horses." We did not see newspaper articles telling tales of starving abandoned horses.
Fast forward to now. Since 2002, there has been a steady increase in the number of horses slaughtered in the United States . In 2007, well over 120,000 American horses have been slaughtered for export to Belgium , France and other countries where horse meat is popular. This is due to increased demand, as evidenced by this excerpt from the article "France's horsemeat lovers fear US ban" which appeared in The Guardian on June 15,2007 (link: http://www.guardian.co.uk/world/2007/jun/15/france.lifeandhealth).
"In France, the news has caused concern. 'It's serious, the US is a big part of our supply,' says Timothé Masson from Interbev Equins (http://www.interbev.fr/francais/presentation/interbev_equins/index.html), an organisation of French horsemeat industries. Sales of horsemeat in France rose by 2.1% in 2005-2006, the first upturn in years. Tastings, supermarket campaigns and marketing drives have increased consumption of what was once a cheap, working-class food in Paris and the mining areas of north-east France.
Although only a handful of restaurants still serve horse in the French capital, Mr Masson's group is working to convince more chefs. It is also targeting the public with monthly recipe suggestions, such as sliced horse with tabbouleh."
Mr. Masson is also on record as saying that the estimated increase for 2007 is 3% and that official 2007 statistics for the French horsemeat industry will be released in mid-2008. Through clever marketing, people like Mr. Masson are creating increased demand.
Since there is a trend of increasing overseas demand for horsemeat, the slaughterhouses had to supply that demand. According to USDA records, horses were regularly imported from Canada into the U.S. for slaughter to fill that demand. Take a look at these statistics:
2005 - 7,865 horses imported for slaughter in the U.S.
2006 - 4,022 horses imported for slaughter in the U.S.
2007 - 2,488 horses imported for slaughter in the U.S.
How can there be an "unwanted horse problem" if the slaughterhouses have to import them from across the border? I would really like to see the AQHA and AVMA answer this question.
Statistics do not lie. They show that the horse slaughter industry exists in the U.S. for one reason, to make a large profit satisfying Europe 's voracious appetite for American horsemeat. It has nothing to do with saving "unwanted horses" from neglect.
The "slippery slope" of the agricultural world
In an August 2006 alert (http://www.lmaweb.com/member/Horse/20060814horseslaughter.pdf), the Livestock Marketing Association (LMA) said this about the AHSPA: "This bill may be only the first in a series of bills pushing the animal rights agenda restricting the consumption of meat and the private property rights of livestock producers. Banning a legitimate livestock product for reasons other than food safety or public health is a very slippery slope that the Congress must not be allowed to go down."
This claim itself is absurd and only truly weak minds would believe it, a majority of the House of Representatives obviously did not since they passed the AHSPA by a landslide in 2006. But we do have those few in the Congress who support this agenda, and they have managed to block the bill in the Senate (which means it’s not law yet).
It's easy to see the fallacy of the LMA's claims if one also considers that the horsemeat trade is illegal in three states in the Union. In 1998 California passed a law which banned the horse meat trade by voter referendum. Last year a similar law was signed into law in Illinois and the horse meat ban was upheld by the Texas legislature. Despite these laws protecting horses people in those states can still go down to the local butcher and buy hamburger, tri tip, pork sausage and chicken.
Polls show that a majority of Americans are against horse slaughter because it's not part of our culture, however many of us do eat beef, pork and chicken since those foods are part of America's cultural norm. I myself know a farmer in Virginia who is against horse slaughter, but he raises Boer meat goats for slaughter as well as raising beef cattle. Reality shows that the slippery slope claims of the agricultural world will not happen.
Here's a small sampling of the agricultural groups who are against the AHSPA: The National Cattlemen's Beef Association, the American Meat Institute, the National Pork Producers Council and the National Turkey Federation. Now I'm sure that these groups do beef, pork and poultry well; but they have nothing to do with horses. Rather than worrying about the AHSPA, they would better serve our nation by seeing to our nation's food supply.
Horses, not regulated as food animals
Something that the AVMA and the horse slaughter business have never addressed is the fact that horses are not regulated as food animals in the United States.
Practically every horse owner routinely treats their horse with products such as Zimectrin (a de-wormer), Phenylbutazone (the aspirin of the horse world) and fly sprays; these products are clearly labeled "Not For Use On Animals Raised For Food." Meat tainted with these products can cause nasty long-term side effects in human consumers such as cancer, which is why federal regulations forbid they be administered to beef cattle, poultry or hogs.
Since no such regulations or safeguards exist to prevent these products being given to slaughterbound horses it's likely that tainted horsemeat is being shipped to Europe and Asia as you read this.
Good for our economy, I think not
A favorite claim of the horse slaughter industry was that they were "good for the local economy of the towns in which they exist" and that this local economy would be harmed if they should close.
In the city of Kaufman, Texas; people living in a neighborhood near the Dallas Crown horse slaughter plant would beg to differ. While the Dallas Crown horse slaughter plant was in operation their daily life was spent dealing with the problems this plant burdened them with, such as blood backing up into their bathtubs due to the slaughterhouse overwhelming the city's sewer system, rat and vermin infestations, and the stench generated by the plant while it operated. Due to these, and numerous other health code violations the city of Kaufman responded by declaring the plant a nuisance and ordered them to close in 2006.
As to economic benefit, the live horse industry contributes far more to the nation's economy than the horse slaughter industry. According to the 2005 American Horse Council (AHC) report the live horse industry contributes $39 billion in direct economic impacts to the U.S. economy. The horse slaughter industry claims a paltry $40 million (roughly 1% of the live horse industry), however most of that profit is siphoned overseas to foreign stakeholders. As far as tax contributions go the live horse industry contributes $1.9 billion; while in comparison, the Dallas Crown Company paid a measly $5 in 2004.
Another point is that for years our taxpayer dollars were spent to cover the expense to have a USDA inspector on site in these plants. That's right, our taxpayer dollars were spent to have the USDA inspect a product which is not even sold in our country. Congress voted to stop this in 2005, but due to the efforts of Rep Goodlatte and former Rep Bonilla, it did not go into effect until March of 2006.
The Deceit and Betrayal promulgated by the pro-slaughter side
When confronted with the statistics and quotes showing that horse slaughter has nothing to do with horse welfare, the pro-slaughter side really cannot respond properly. They have a PR group which constantly repeats their claims, as if saying them loudly and repetitively enough times makes them somehow true. If that doesn’t work it is not beneath them to try and fabricate a story to spread on the newswires, as they have been doing since 2007 in the form of bogus stories of abandoned horses running wild. It just shows the moral depths that they will sink to in an attempt to win.
You may remember the spate of newspaper articles on the AP newswire last year claiming that there were abandoned horses running loose. One such article in The Oregonian newspaper quoted an Oregon law enforcement officer regarding nine new cases of abandonment; however when the group Veterinarians for Equine Welfare (VEW) contacted the officer the story he told was quite different than the claims made in the article. It was obvious that the story was a ruse.
A similar story in Kentucky which appeared in Spring of 2007 was also exposed as a hoax.
Because the pro-horse slaughter apologists have to fabricate stories to make their points, they have no credibility. In other words, I do not believe them when they say that this country needs horse slaughterhouses to "save" horses from neglect.
The horse and American culture
It has been said that the history of the West was written from the saddle of a horse. Without horses, settlement of the West would have been all but impossible since a man on horseback could cover a much greater distance than one on foot. Without horses, wagons, stagecoaches and plows could not have been pulled. Today the horse still continues to be an important part of the American experience; we are thrilled by the prowess of a Thoroughbred achieving a Kentucky Derby win, we are awed by the wild freedom of a herd of mustangs thundering across the open range, and we are entertained by horses in film and literature. To this day law enforcement still uses horses to help them with a broad range of duties from crowd control to search-and-rescue situations. Children with mental and physical disabilities have been offered unique support by learning new skills on horseback.
Perhaps the best example of America's high regard for horses is Barbaro, the fallen Kentucky Derby winner whose story of hope and tragedy captivated our country. During his fight to recover, Barbaro received a huge outpouring of support from fans across the country. His story touched millions of people.
Despite all this, there are people who claim that there is no difference between a horse and a cow. I'd ask these people to consider the Caisson Platoon.
This unit of the U.S. Army is in charge of all state funerals, which all former presidents are entitled to. In June of 2004 we saw the horse drawn caisson bearing the flag draped casket of former U.S. President Ronald Reagan make its way along Constitution Avenue to the U.S. Capitol. The caisson was followed by a riderless black horse tacked with an officer's English saddle with ammunition pouch, saber, bridle and riding boots facing backwards in the stirrups. These backwards-facing riding boots are meant to symbolize a fallen leader who will never again lead his troops into battle.
To those who state that they don't see the difference between a horse and a cow, I offer up this question: Do you think Mr. Reagan's funeral procession would have had the same kind of dignity if the caisson had been drawn by cows and followed by a riderless pig? I do not think so myself, and I think the most of America would agree with me.
Conclusion
The reality of it is this, the AHSPA enjoys wide ranging support in mainstream America as evidenced by the number of co-sponsors this bill has. If our Congress were given the opportunity to vote on this bill, it would pass by a landslide.
Despite this strong support, the AHSPA's opponents continue to repeat their hollow claims that they "know what is best" for America's horses while blocking the bill. But when they are challenged with facts, they either ignore them and again repeat themselves or simply do not answer. We need to continue to challenge them and let them know the following:
We know that the horse slaughter industry has no correlation to unwanted horses or horse neglect. USDA statistics and statistics from representatives of the French horsemeat show that the slaughter industry is supplying an increasing overseas demand for horsemeat.
We know that the ban on horse slaughter will not lead to a ban on beef, poultry and pork production. California, Texas and Illinois all have laws on the books banning the horsemeat industry and the people of those states can still go to their local butcher shop to buy tri-tip, pork roast and BBQ chicken.
We know that in America, horses are not regulated as food animals and are routinely treated with products labeled "NOT FOR USE ON ANIMALS RAISED FOR FOOD." There are no safeguards to ensure that the meat from American horses is safe for human consumption.
We know that the horse slaughter industry is not good for the local economy of the areas where they set up shop, just ask the people who reside in the Boggy Bottom area of Kaufman, TX (the former home of the Dallas Crown horsemeat plant). This self-serving business siphons any profit it realizes overseas.
We know that the pro-slaughter side will say and do anything to make their business look good. The "abandoned horse" stories which were shown to be false are evidence that their Public Relations group will stoop to manipulating the media.
And finally - we know that the horse holds a special place in American culture. Polls show that a majority of Americans oppose horse slaughter taking place on American soil. The AHSPA enjoys strong support in the horse industry in the form of groups such as the Thoroughbred Racing Association and people like Gretchen Jackson, the owner and breeder of Barbaro. The horse slaughter business has never had, nor ever will have a place in the United States. There's an old saying that the truth shall set you free. Those of us who have been fighting and will continue to fight to get the AHSPA passed have no need to fabricate stories since the facts are clearly on our side. They do not lie and they cannot be disputed. As for the pro-slaughter side, they are likely to continue spouting their myths and rhetoric. But they never give a shred of proof to back their claims up, their tactic is to simply repeat their rhetoric as if repeating it enough times makes it somehow true.
Our job is simple; to continue spreading the truth about horse slaughter. It is an unnecessary evil which has no place in the United States of America.

SARATOGA SPRINGS - A new state task force has a goal of making sure retired
racehorses don´t end up in a slaughterhouse in Canada or Mexico.
"Is shipping them for slaughter our only option?" asked Jessica Chittenden,
a spokeswoman for the state Department of Agriculture and Markets. "I hope not,
" she said.
State Agriculture and Markets Commissioner Patrick Hooker and state Racing
and Wagering Board chairman Daniel Hogan announced the New York State Task Force
on Retired Race Horses on Monday in Albany.
The task force, created by an act of the state Legislature, will investigate
the creation of employment opportunities for retired racehorses. The task
force will also investigate the feasibility, cost and benefit of installing
artificial turf at race courses. Many people believe artificial turf is easier on
the horses´ legs.
Only 15 percent of all racehorses are successful, Hooker said in a prepared
statement. The future for the remaining 85 percent of the racehorses is
uncertain.
Diana Pikulski, executive director of the Saratoga Springs-based Thoroughbred
Retirement Foundation, is among the eight volunteers named to the new task
force.
The Thoroughbred Retirement Foundation has horse retirement and retraining
farms in 11 states, including a facility connected to Wallkill Correctional
Facility near Walden in New York state.
"I bring the day-to-day practical approach," Pikulski said Monday. "I know
this can be done."
"We take care of 1,800 horses every day," she said about her nonprofit
organization´s horse farms across the United States.
She said the foundation will open two more prison horse retraining facilities
this year, one in Pennsylvania and one in Maryland.
"They work," she said about these facilities. "They have been proven to work
for the inmates [who care for the horses] and the horses."
Pikulski would like to see the task force make the racing industry more aware
that protecting thoroughbreds after they end their racing career is "good for
their business."
She said racing fans don´t like to read about racehorses that thrilled them
at the track being shipped off to a slaughterhouse.
She said new legislation in the states of Texas and Illinois has outlawed the
slaughter of horses in these states. But she said old, broken-down racehorses
are still being shipped to Mexico and Canada for slaughter.
She said more money should be set aside by the racing industry, through a
percentage of purse money and handle, for retired horses.
"We have to have fewer horses come off the track unsound," Pikulski said.
When a horse is ailing and unsound this makes it hard to retain the horse for a
new life off the track.
One of the reasons the task force is studying new artificial track surfaces
is that many believe these surfaces are easier on the thoroughbred´s sensitive
legs and hoofs.
Chittenden said the main goal of the task force is to "figure out and review
the uses of retired racehorses."
She said there are many ways to retrain and use these horses, including the
growing popularity of therapeutic riding for ailing humans.
"We will look at all these options, look at the best options," Chittenden
said.
"I don´t think there will be one answer," she said.
The task force members include horse owner Jackson Knowlton of Saratoga
Springs, an owner of Kentucky Derby and Preakness winner Funny Cide; Karin Bump,
equine professor in Madison County; Grace "Jean" Brown, a standardbred farm
director in Orange County; Fiona Farrell, an equine attorney in Stillwater,
Saratoga County; William Hopsicker, a thoroughbred owner in Oneida County; Margaret
Ohlinger, an equine veterinarian in Ontario County and Alice Calabrese Smith,
president and CEO of the Humane Society of Greater Rochester.
The task force will hold its first meeting on Friday in the state Department
of Agriculture and Markets office in Albany.

 

United Horse Council/ AVMA /Animal Welfare Council...

The UHC began under the AVMA. The AVMA is strongly pro-slaughter. A number
of humane groups and rescues joined in the first meeting but quickly
realized it was a slaughter front and left. The AVMA was using the group to
push their central theme that the horses being slaughtered were unwanted and
would otherwise be abused and neglected. Papers presented had titles like
How will rescues handle 100,000 unwanted horses if slaughter ends". The
real humane organizations and rescues almost all pulled out, leaving the
membership list looking like a whose-who of meat packers.

The AVMA then spun off the effort to the American Horse Council. The AHC
has always been officially neutral on the issue, but virtually state Horse
Council has been pro-slaughter. This has always made anti-slaughter people
rather skeptical of the AHC. The first statements put out by the UHC by the
AHC sounded less like the obvious propaganda that had been coming out under
the AVMA, but people should still be very skeptical. The pro-slaughter
magazine ally of the AVMA, The Horse, has also begun trying to insinuate
itself into the rescue world, and in doing so have been distorting the data
sent to them. Many rescues, including some of the larger ones, have been
left off the lists they developed despite those rescues repeatedly asking
them to be included.

The slaughter industry has a long history of using front organizations
(called Wise Use groups) to promote confusion in the public's mind. For
example, the Animal Welfare Council is pro-horse slaughter. They are also
funded by the meat packers. I personally see no reason we should trust
these people or let them into the process. We have lots of good rescues and
trustworthy people and we don't need their help.

Hello Everyone - I wanted to pass along this article from the Houston Chronicle. This was really sad for me to read and find it hard to believe that El Paso has essentially become the HUB for horse trafficking for Horse Slaughter. With that, horse slaughter has gone up in Mexico from 11k to more than 45k horses in just one year.
Because there is currently a version of a bill to ban exportation of horses to Mexico in the House and the Senate, I ask that everyone please write to Southern Arizona Reps. Gabrielle Giffords and Raul Grijalva (co-sponsors of the bill) to push for getting it passed. And if the Arizona Republican Senator McCain happens to drop by El Paso during the general election, I would definitely pose this question to him as well.

Number of U.S. horses sent to slaughter in Mexico soars

TUCSON, Ariz. - More horses are being sent to Mexico for slaughter since last year's closure of three U.S. horse-slaughter plants in Illinois and Texas for violating state laws.
The grueling cross-border journeys stretch for hundreds of miles with horses crammed in double-decker trailers. They face deaths there that are sometimes far more gruesome than they would have been in the United States; some horses have been killed by repeatedly being stabbed.
The U.S. Department of Agriculture says more than 45,000 horses went to Mexico for slaughter last year, up from about 11,000 the year before.
"People have no place to go with them," said Wayne Earven, a former state livestock inspector who was recently selling a horse at a Willcox auction. "To be real honest with you, we haven't seen the worst of it yet."
The road to Mexican slaughterhouses usually begins at auction, either in Willcox or Benson. From there, horses are bought and taken to El Paso, and eventually across the border to Ciudad Juarez. There, so-called "killer buyers" purchase the animals.
Slaughter plants in the United States use a captive-bolt piston to stun horses; the air pressure shoots a bolt through the horse's skull.
But in Mexico, a number of recent media reports and videos show that horses were being stabbed repeatedly to sever the spinal cord.
Officials at a Juarez slaughterhouse said this month they are now using captive-bolt pistols, but requests to tour the plant were denied.
Animal-rights groups across the country have pushed for legislation to outlaw the export of horses to Mexico for slaughter for human consumption or other purposes.
Versions of the bill are in the U.S. House and Senate. Southern Arizona Reps. Gabrielle Giffords and Raul Grijalva, both Democrats, are co-sponsors.
Timothy Cordes, senior staff veterinarian for the U.S. Department of Agriculture, said a ban would almost certainly do nothing to stop the movement of horses to Mexico.
"Horses are going as riders rather than as killers," he said. "A horse can cross the border as a rider, and once it's in the sworn country it can become anything at that point. There are a number of clever ways to get horses across the border."
Keith Dane, director of equine protection for the Humane Society of the United States, said the ban could work.
He added that instead of slaughtering horses, some of the healthier animals still could be used on ranches and the rest could live out their lives at horse sanctuaries, such as Equine Voices.
"We believe there are plenty of options for these horses," he said. "For decades the horse industry has used slaughter as a method for culling the over-breeding that they do. They basically are intentionally breeding horses that they know are going to slaughter."
Career cowboy Herb Cook said he's seen how horses are killed in Mexico.
"And it's a lot cruder than in the U.S.," he said. "I think we might as well have the work here. If they are going to be slaughtered, they might as well be slaughtered in this country."

Dozens of celebrities, like actor Paul Sorvino, are fighting for national legislation to ban the slaughter of horses for human consumption and the transport of horses for slaughter.


Sorvino and his daughter Amanda rescue horses and keep them on their farm in Pennsylvania.

"I just don't think you should, after you humanize a creature...I don't think you should kill it," said Sorvino.

More than 100,000 American horses were slaughtered for their meat in 2007, according to WJZ Reporter Denise Koch in Baltimore. The torture of many of those horses begins long before they reach the slaughterhouse. It's an issue that's also close to the hearts of many Marylanders, including Senator Barbara Mikulski, one of the bill's co-sponsors.

Horses generate $1.6 billion of the state economy. Maryland's horse industry involves more than 65,000 Marylanders and 150,000 horses.

So what happens when all of those horses are no longer wanted?

Right now, with no slaughter plants in the U.S., so-called 'killer buyers' often buy the horses at auctions and drive them to Mexico or Canada. Some die on the way, crammed in trailers with no food or water. The ones that make it often face an inhumane death in the slaughterhouse.

But not everyone thinks this legislation is the answer.

The American Veterinary Medical Association believes the animals will still be shipped across the borders illegally, and with the legislation the USDA will lose its power to regulate the horses' treatment.

"The United States Department of Agriculture can only regulate the transportation of those horses that are going to slaughter," said Dr. Angela Demaree. "They (the buyers) would be saying they're transporting them for breeding purposes or performance purposes, when in reality, they are still transporting them for the purpose of slaughter, under false pretenses."

But no mater what side of the legislation people fall on, most everyone agrees horse owners need to own responsibly to decrease the number of unwanted horses in this country.

"Horses have given us so much over the years," said Amanda Sorvino. "We've used them for our glory and now I think it's time for us as Americans to give back to horses."

Alex Brown speaks from the heart when he talks about the slaughter of
thoroughbred racehorses and other horses in North America.

Brown, a longtime exercise rider at the Fair Hill (Md.) Training Center,
is so devoted to this cause that he has joined forces with Paula Bacon,
of Dallas, and Julie Caramante, of Houston, in a grass-roots effort to
carry their message to Washington. Bacon is the former mayor of Kaufman,
Texas, the home of the former Dallas Crown horse slaughter plant.

Brown, in fact, has taken his cause on the road in recent months.

The native of Cheshire, England, spent time last fall working at
Keeneland and Churchill Downs in Kentucky for trainer Eddie Kenneally.
This winter, he's riding at Sam Houston Race Park (Houston, Texas) in
the morning for trainer Steve Asmussen.

Brown also handled the daily online updates regarding Barbaro after the
Kentucky Derby champion was seriously injured in the 2006 Preakness. He
also co-chaired the Barbaro Celebration of Life event at Delaware Park
last spring.

"I am looking to meet people at the racetrack and outside and learn more
about how our horses are treated and what support structures are in
place in different parts of the U.S.," said Brown, who taught two
sections of an Internet marketing class at the University of Delaware
last year. "I love Fair Hill, but I needed to leave for a while and
learn more about the country's attitude to the horse."

Brown said his group, Americans Against Horse Slaughter, supports
passage of the American Horse Slaughter Prevention Act now before Congress.

"Everything about this is grass roots," Brown said. "We don't have some
big, powerful organization or business behind us. It's a groundswell
that has been building around the country."

While Texas and Illinois slaughterhouses have been shut down, many
former racehorses are being sold for shipment to Canada and Mexico for
slaughter. The meat is then shipped overseas for human consumption.

Brown said that's why it is important that Senate Bill 311 would
"prohibit the shipping, transportation, moving, delivering, receiving,
possessing, purchasing, selling or donation of horses and other equines
to be slaughtered for human consumption."

Passage of the bill would further limit the options for disposal of
unwanted horses. The bill states that an unwanted horse is one that has
reached the useful end of its economic or recreation life. There are
numerous reasons for the existence of unwanted horses, including
financial aspects such as the owner's loss of job, the price of feed or
stabling, relocation, or poor health of the horse or its owner.

"We need more horsemen [trainers and owners] to step up to the plate and
say this is wrong," Brown said. "I can name horses who had won races and
were sold at these sales. We need more people like [Hall of Fame
trainer] Nick Zito. He has been very vocal about stopping the slaughter
of horses in the U.S."

Brown said Delaware doesn't have a law against horse slaughter, but said
Sen. Tom Carper, Sen. Joe Biden and Rep. Mike Castle support the bill.

"What has happened is that in Texas and Illinois, there were laws passed
making it illegal to operate a horse-slaughter facility," Brown said.
"However, there are still many states that don't have laws banning horse
slaughter, so there is a chance a new slaughter facility can be
established. We need federal laws enacted that ban horse slaughter
anywhere in the U.S.

"Federal law will also ban the shipment to slaughter. That will put a
stop on horses being shipped to Mexico and Canada for slaughter. We are
gaining momentum, and we are not going away."

South Dakota Farm Bureau Opposes Horse Slaughter Bill

The South Dakota Farm Bureau commends Congresswoman Stepahnie Herseth
for her opposition to H.R. 503, the Horse Slaughter Act. Rep. Herseth
was among 37 members of the House Agriculture Committee who voted during
committee mark-up to report HR 503 unfavorably to the House floor. The
House is expected to vote on the issue on Thursday, September 7.

�This is a sensitive issue,� said Scott VanderWal, SDFB
President. �The bill may be well-intentioned but is seriously
flawed. This misguided effort would actually be counterproductive to
providing humane treatment for horses.� Committee testimony from
horse health professionals uniformly condemned the measure by
highlighting the inability of the horse rescue and sanctuary system to
care for the 90,000 additional unwanted horses per year produced by H.R.
503.

Banning horses from slaughter infringes on producers� ability to
manage livestock according to commonly accepted agricultural and humane
practices and it sets a dangerous precedent for using invalid reasons
for regulating the agricultural industry.

�We fully support humane treatment of all horses,� added
VanderWal. �Unfortunately, this measure would have the opposite
effect of what the sponsors might think they are trying to
accomplish.�

 

I wanted to take a moment and share the reply sent to me from my Nebraska Congressman, Adrian Smith.  I sent him an email on Jan 22.  I haven't heard anything from the others yet.

Dear Mrs. Qualset:

Thank you for expressing your support for the Horse Slaughter Prevention Act (h.R.503).  I appreciate you taking the time to share your views on this matter.

The Horse Slaughter Prevention Act intends to enforce the humane treatment of horses.  Although well intended, H.R. 503 falls short in addressing a number of potential economic, humanitarian, and public health issues.  For example, the estimated annual cost for caring for an unwanted horse is $2,340, and euthanizing a retired horse, especially those in rural areas, can be very costly.  Because this can be unmanageable, unwanted horses may be neglected and left to starvation.  Furthermore, without the proper facilities to dispose of these animals, groundwater is at risk of contamination.

Regretfully, H.R. 503 would ultimately work against the well-being of horses and for all of these reasons, horse, veterinary, cattle, and agriculture organizations oppose this ban.  As a member of the House Committee on Agriculture, I look forward to working with my colleagues to produce legislation that will allow for the necessary disposal of livestock using the most humane methods available.

"When my friend, Willie Nelson, asked me to join him, his family, and the Animal Welfare Institute (AWI) in the fight against the slaughter of American horses for human consumption overseas, I said 'Absolutely, count me in.' Truth be known, my sister and I had already been doing what we could to protect horses from slaughter for quite some time; one more case of great minds thinking alike.

"My family shares our 160-acre ranch in Oklahoma with many horses. I also have a 280-acre racehorse training facility nearby that is equipped with a
7/8 mile track with barns, paddocks, walkers, etc. My sister, Tonni, and I keep as many as 200 horses at any given time. A lot of them are retired and brought up here to live out their lives.

"If we get too many, we sell some at auction. However, when we do sell horses, we put a $3,000 reserve on them so that they are too expensive to purchase for slaughter. If we bring one home that doesn't sell, my sis will work until she finds that horse a home, no exceptions. Sometimes we're faced with the tough decision to have our vet come out to put a suffering horse down. The idea has never occurred to me to send my horse to slaughter as a form of euthanasia, because slaughter isn't euthanasia.

"My heroes have always been horses. The reason we take such good care of our horses is because we respect them tremendously. Historically, the horse has earned this respect by accepting the two-legged rider onto his back, fighting in our battles, and helping to settle the frontier. I would like to call your attention to the next to last paragraph which I have set to bold below.

It has been obvious to most of us for some time that the AVMA (American Veterinary Medical Assoc.) had a motive beyond their pretense of believing their "unwanted horse" theory.  They know as well as anyone that the theory has been totally discredited by the historical record. 

Far from merely expressing their misgivings about the AHSPA, the AVMA has repeatedly gone to the ropes to defeat the bill and has spent a lot of money in doing so.  For example, the AVMA gave Larry Craig $9,000 recently and then he went to the Senate floor with his withholding of consent.  But that undoubtedly pales in comparison to the amount they spend lobbying.  And who is paying for this torrent of false stories about horses being abandoned all over the country? 

Unlike some legislation, the AHSPA is not a money issue for AVMA members who pay them to look out for their interests in Washington.  It would have no real effect on veterinarians other than those the USDA paid to inspect horse meat.  Now, with the closings of the plants, those few jobs are gone.

The AVMA is supposed to represent the interests of its members, and since the AHSPA is of no importance to them, why has the AVMA taken this extraordinary action?  It appears AWI may have that answer.

January 17, 2008 (Washington, D.C.) - Amid claims that animal welfare advocates are to blame for the steep increase in horses going to Mexico for slaughter, the Washington, D.C.-based Animal Welfare Institute (AWI) today fired back. The group, which has been at the forefront of the effort to end the slaughter of American horses for human consumption abroad, pointed the finger of blame directly at the American Veterinary Medical Association (AVMA) for its culpability in the suffering of American horses.

“From day one, AWI has worked to end the slaughter of American horses here and over the border. The AVMA, on the other hand, has lobbied Congress to block passage of the American Horse Slaughter Prevention Act,” said AWI’s deputy director of government and legal affairs, Chris Heyde.

Records show that AWI has a long history of working with Members of Congress to pass the American Horse Slaughter Prevention Act (AHSPA), which would prohibit the slaughter of horses here for human consumption as well as their export for the same purpose. While the federal bill passed the U.S. House of Representatives by a landslide vote in 2006 it is pending on Capitol Hill. Meanwhile, AWI successfully worked with legislators and activists in Texas and Illinois to close the country’s three remaining horse slaughter plants last year under state law.

“AWI actively worked in Texas and Illinois to close those plants. Citizens there wanted the plants gone and Congress had failed to pass a ban, so the states invoked their right to control what happens to horses within their own state lines. But the goal for all genuine equine advocates, of course, is passage of the federal bill. That’s why we’re taking off the gloves with the AVMA on this,” said Heyde.

Documents held by AWI show that the AVMA is part of a coalition founded by the companies that own the defunct domestic slaughterhouses which are now exporting horses to Mexico and Canada for slaughter. The coalition’s primary goal is to block passage of the AHSPA.

“It’s ironic that those screaming the loudest about the mass exports are actively working with the very same slaughterhouses that are shipping our horses to Mexico. How the AVMA can claim to be acting in the name of animal welfare is anyone’s guess,” said Heyde. “While they’re helping to send horses to Mexico for slaughter AWI is working to shut the trade down. We’re also promoting responsible horse ownership, combating unscrupulous breeding and working to ensure placement of horses in need through our leadership in the Homes for Horses Coalition. I think it’s pretty clear who has the best interest of the horses at heart, and it’s not the AVMA.”

KIDS FOR HORSES 2008 Campaign

Charise DeMao has started the KIDS FOR HORSES campaign. Here is her
letter to Parents and Teachers! Please feel free to cross post and
send it to anyone and everyone you know!

Dear Parents and Teachers,

I have started a letter-writing campaign for children in the United
States called, "KIDS FOR HORSES". Students are being encourages to
write letters to their respective legislators asking them to support
Bills HR249, HR503, and S311 to help end the slaughter of wild horses
and burros in the U.S. The Horse Protection Act prohibits the
receiving, possessing, shipping, transporting, moving, delivering,
selling, and donating of horses and burros for slaughter purposes.

The "KIDS FOR HORSES" campaign would also make a wonderful mini-civics
lesson, teaching America's future, about democracy and letting them
know that just because they are children, doesn't mean they can't have
a voice in helping shape our laws. They will learn about how a bill is
introduced, voted upon, then either passed or vetoed. For example, ABC
Night News did a story on 1/11/08, in Miami, Florida. A student wanted
to know what restaurants did with left-over food. When he found out
that the law prohibited it from giving it to nearby shelters because
of possible lawsuits-he decided to get the law changed. It is now
happening in Washington, D.C. because of one 11yr.old boy! Imagine
what our children can do for the horses!

The idea of our "KIDS FOR HORSES" campaign came about when I was
reading a story about a little secretary from Nevada in the 1950's
named Velma Johnston, better known as "Wild Horse Annie". She started
a letter writing campaign with students to end the inhumane methods of
catching and slaughtering wild horses and burros. Her story ended up
going nationwide after the newspapers picked it up and was a great
influence on getting the bill eventually passed. The protection of
wild horses and burros was ended in 2004, after Senator Conrad Burns
"snuck in" an amendment into a 3000 page bill that President Bush
signed, making it legal once again!

Our goal is to take this campaign nationwide and throughout schools
everywhere, to "overwhelm" legislators with letters, and to create
enough interest that Anderson Cooper of CNN would want to do "The Real
Story" complete with the pictures that congress won't let us show, of
what a horse traumatically goes thru on his way to the slaughterhouse.
Most people are not aware of the Horse Slaughter Industry. Even though
the slaughterhouses in the U.S. shutdown, it has not stopped people
from buying horses and slaughtering them across the border into Canada
and Mexico. Horses bound for slaughter are usually shipped in double
decker trailers, which dangerous and much too cramped for horses to
ride is safely or comfortable. They are supposed to be outlawed,
however some states are allotting 5 more years before they enforce the
law. They go hours without rest, water, or food. Once they arrive at
their destination, they are all thrown into holing pens together,
foals, adult, stallions, mare, geldings, big and small. They wait in
the holding pens for their turn to be slaughtered. There is also the
misconception that there isn't enough land for our wild horses. This
is untrue, there is enough unused government land that if put
together, would fill up an area the size of France! At one time, the
United States had 2 million wild horses and burros, however now the
counts are down to about 25,000!

The key to ending the slaughter of American horses is to spread
awareness. I need your help and your inspiration. Please, if we don't
speak up for the horse, who will? They are depending on us. Look at
the response to Barbaro and his story. People can't solve the problem
if they don't know there is one!

I have contacted over 600 horse rescues and sanctuaries thus far, 200
riding clubs or stables, 125 farriers, 100 trainers and veterinarians,
45 Thoroughbred farms, 36 horse protection agencies, therapeutic
programs, and owners. Everyone is "getting the word-out" to get this
campaign rolling all across America. We would appreciate your help
with introducing this writing campaign to your students.

Proposed Slaughter Transport Change

The American Horse Council (AHC) today released a statement expressing the group's support of the USDA proposal to amend the regulations governing the commercial transportation of equines for slaughter. The proposed changes would extend the regulatory protections provided by the Commercial Transport of Equines to Slaughter Act to horses bound for slaughter, but delivered first to an assembly point, feedlot, or stockyard.

USDA regulations currently in effect prohibit the use of double-decker trailers during the final leg of a slaughter-bound horse's journey.

Shippers are also required to certify the fitness of these horses to travel and provide them with water, food, and rest for six hours prior to being loaded for transport. Horses cannot be shipped for more than 28 hours without being off-loaded for six hours and given the chance to rest, eat, and drink. While in transport, horses must be checked at least every six hours to ensure that no horse has fallen or is in distress. Trucks used to transport horses to processing facilities must allow for the segregation of stallions and aggressive horses from others.

"The current rules apply only to the transport of horses directly to the slaughter plant, not to any initial shipment to an assembly point, feedlot or stockyard during the shipping process," said AHC President Jay Hickey in the group's statement. "USDA felt that this was a gap in the protections of the Act and the AHC agrees."

The proposed change would broaden the protections to include all horses "being transferred to a slaughter facility, including an assembly point, feedlot, or stockyard." In effect, the proposed changes would move-up the point at which the regulations apply in the process of moving horses from sales, farms, and other points to a slaughter facility.

The rules do not--and would not under the proposed changes--apply to the transport of horses for other purposes, such as breeding, racing, show, or recreation, the AHC noted.

 "At the weekly horse auction here, No. 274, a handsome chestnut-colored draft horse, looked at the surrounding men while being led into a small ring. Two of the men looked back, calculating how much meat the animal's carcass would yield, and started bidding accordingly.

"There is no pretense about what happens to the horses sold in this area of the auction, known as the kill pen. Just a few months ago, many of them would have met their end at a slaughterhouse in neighboring Illinois. Now almost all will be shipped to Canada and killed there.

"Amid pressure from animal rights groups, horse slaughter virtually ended in the United States last year, as courts upheld state laws banning it in Texas and Illinois, home to the nation's last three horse slaughterhouses.

"But there have been unintended consequences, including more grueling travel for tens of thousands of horses now being sent to slaughter in Canada and Mexico, where, animal advocates say, they sometimes face more gruesome deaths."

The article explains that due to bans on US horse slaughter, there has been a drop in the number of horses facing slaughter as not all are shipped to Canada and Mexico -- but for those who are, the journeys are horrendous as are the deaths they face, particularly in Mexican slaughterhouses where workers "disable them by stabbing them with knives to sever their spinal cords."

The article tells us that "the debate over horse slaughter continues."

As an end to horse slaughter in the United States becomes an
increasingly tangible goal, Canada has unfortunately slipped
backwards in the arena of protection for our equine population.

Natural Valley Farms in Saskatchewan has announced that horses will
now be slaughtered in their facility near Neudorf. Meanwhile,
Canadian Horse Defense Coalition discovered that Medallion Meats
near Falkland, B.C., has been quietly shipping horsemeat to Japan.
There are now four Canadian provinces actively butchering horses:
Quebec, Saskatchewan, Alberta, and B.C.

Additional statistics from Agriculture and Agri-Food Canada indicate
that during the first four months of 2007 Canada's slaughter horse
imports were on the rise: 2,049 in January; 2,319 in February; 2,422
in March; and 2,851 in April. This is a logical progression,
considering the fact that equine slaughter is grinding to a stop in
the United States (with only Cavel in DeKalb, Illinois, operating
temporarily). We can thus expect growing numbers of American horses
to enter Canadian slaughter facilities, at least until such time
that U.S. legislation is enacted, prohibiting the transport of
horses to Canada and Mexico for slaughter.

50,242 horses were killed in Canadian slaughterhouses in 2006.

Please consider approaching your Member of Parliament at the
earliest opportunity in order to discuss a bill to end the slaughter
of our horses!

This is a brief article detailing the arrest of an Illinois man on aggrevated
cruelty charges for the starvation deaths of 3 horses (one horse survived and
has been taken into protective custody).
It seems that the Cavel groupies have come out en-masse to use this
opportunity to post their comments suggesting that these horses suffered and starved
because Cavel is not closed!
Please take a moment to set them straight! Go get em, team!!

actually DIRECTLY supporting a SLAUGHTER plant itself! Not just the
option of slaughter... they are directly supporting the slaughter plant
and it's quest to re-open on American soil!

The Horse Welfare Coalition

More than 200 horse industry groups, from breed organizations to the
veterinary associations, recently came together to form the "Horse
Welfare Coalition" with the sole purpose of opposing legislation
banning horse slaughter.

Here's how the Horse Welfare Coalition frames the issue:

"When an aging horse becomes crippled, [horse owners] decide that the
most humane treatment for this animal they have owned for years is
death. They don't want to shoot it nor do they want it to die in a
pasture to be eaten by buzzards. The best choice is often to sell the
horse to a slaughterhouse that is regulated by USDA, and, in doing so,
be paid a sum of money which can be put back into their land and

Notice the assumption is that the horse is a) old and b) crippled,
which a visit to an auction house will tell you is generally not the
case. But more important, note that humane euthanasia by a veterinarian
is not even considered as an option. The "best choice" is to send the
old, lame horse you've owned for years to slaughter! Folks, please ...
call your veterinarian.

At some point we expect Congress will finally pass the legislation to
ban horse slaughter. Once that happens, we hope all this industry
attention and energy will be re-directed from opposing a ban on
slaughter to a genuine effort to improve the welfare of horses.

At least that is the message of sensationalized articles appearing all over the country. They warn that horses are being abandoned because of the closing of U.S. horse slaughter plants, and because of the severe hay shortage in much of the Southeast.

An AP article by Richard Cockle of the Oregonian carries the headline Abandoned horses pose dilemma for ranchers, while another AP story quotes the executive director of the North Carolina Horse Council as saying an estimated 120,000 horses have been abandoned already. A month earlier, Dave Russell in the Yankton Press and Dakotan put the estimate of unwanted horses at “212,000 and counting!”  And an official from the American Horse Council was quoted in a Dallas paper as saying owners would soon be abandoning 312,000 unwanted starving horses because of the recent closing of three U.S. horse slaughter facilities.

Betsy Scott of the Northern Ohio News Herald even offered up an image of horses ruining our next outing by cantering across our picnic blankets! As proof, Scott quoted a horsewoman as saying that the President of the Ohio Horse Council had reported horses being abandoned in the state’s parks.

But before you head for the basement with an armload of groceries, you should know that this is, in the immortal words of Yogi Berra, “deja vous all over again.” In 1998, California banned horse slaughter and almost immediately a series of stories popped up about horses being abandoned in the desert, just as the slaughter proponents had warned would happen. Unfortunately nobody could find the horses.

In February, the two Texas horse slaughter plants closed after a long court battle with the state over a 1949 law prohibiting the sale of horse meat. Within weeks AP college basketball stringer Jeffrey McMurray did a shocking investigative report that was published around the world with titles such as Kentucky, land of the thoroughbred, swamped with unwanted horses! 

The McMurray article was based on horses seen free grazing at a reclaimed strip mine in Eastern Kentucky. The only problem was that the horses were all privately owned and had not been abandoned. The Kentucky State Police and animal control officials immediately debunked the McMurray story but it raised such a furor that Kentucky Governor Ernie Fletcher responded with a letter saying it was “filled with inaccurate statements and information.”

Undeterred by these denials, the American Veterinary Medical Association (AVMA), a leading horse slaughter proponent, sent the McMurray article to its member veterinarians as proof that they had been right all along about the dire effects of a ban on horse slaughter.

So were these stories more of the same? After extensive research, our findings indicate that confirmed cases of abandoned horses rank somewhere between the number of sightings of the Lock Ness monster and those of Big Foot, but without the solid photographic evidence.

Starting with the story about the horses becoming such a “dilemma” for Oregon’s ranchers one has only to read beyond the sensationalized headline to see it was based on a staggering nine (9) horses that had shown up at a ranch in Oregon. More tellingly they had shown up over a 24 month period, putting their appearance at the ranch before the U.S. slaughter plants were even closed.

But the Oregonian story has worse problems. Horse abandonment is a crime, and Cockle quoted Malheur County Undersheriff Brian Wolfe as saying he tried to determine the owners of such animals but that they were rarely branded. This implied that Wolfe had investigated the incident. When contacted, Wolfe said he knew nothing of the situation.  Official reports showed only three cases involving horses since 2005; a case of an injured horse found on an abandoned property with other animals, a case of a horse carcass dropped at a gravel pit and a report of an abandoned horse which was determined to be unfounded.

So our investigation turned to those picnic wrecking horses being turned loose in the Ohio parks. The President of the Ohio Horse Council responded to our enquires saying that he never made the statement on the record but that he had “heard” that horses had been turned loose in the Perry Forest. Perry Forest officials said that no horses had been abandoned there.

Next we checked with every agency in North Carolina that governs forest or park lands and found no record of abandoned horses. So we contacted the North Carolina Horse Council about their claim. They were helpful but could only recall that the number (actually 90,000) had come from the American Horse Council, possibly as an email that “probably no longer existed.”

By this point we had estimates ranging from 90,000 to 320,000 abandoned horses and most seemed to be attributed to the American Horse Council. I contacted Sara Chase, the AHC Director of Communications to ask how the estimate/s were made and which estimate was correct. Ms. Chase stated for the record that neither the AHC nor their Unwanted Horse Coalition had ever put out a number, and that none of those quotes should have ever been made!

Meanwhile, Harper’s Magazine quoted Pat Evans of Utah State University Veterinary Sciences Department as saying that more horses are being abandoned now that the slaughter houses were closed. But when asked for her sources Dr. Evans declined to disclose them. So we contacted every appropriate state agency in Utah. We found no documented cases of abandoned horses there either.

Unfortunately, the impression that all these baseless stories and their tabloid style headlines convey persists long after they are disproved. If you can produce enough smoke people will believe there has to be a fire, and as Joseph Goebbels observed, people will believe a big lie sooner than a small one.

Ironically, even if these stories were true they would tell us nothing about the impact of closing the horse slaughter outlet because it has not been closed. American horses are merely going over the borders to slaughter in Mexico and Canada in nearly the same numbers (down just 17%) as before the closings.

The question is what is likely to happen when Congress passes HR.503 / S.311 and really ends the slaughter of our horses?  To predict that future we have only to look at the past, and it is this historical record that has the pro-slaughter forces pumping out smoke screens because it directly contradicts their fear mongering.

For example, in 1989 the USDA reported 379,571 American horses were slaughtered or exported for slaughter. By 2002 that number had plunged to just 77,713 as a result of reduced demand for their meat. There was no government sponsored rescue effort and no documented increase in either neglect or abandonment.

Likewise, when the Cavel horse slaughter plant in Illinois burned on Easter Sunday in 2002, it took about 40% of U.S. horse slaughter capacity off line for over two years. Yet, the year after the fire the number of cases of abuse and neglect reported by the Illinois Department of Agriculture (which had doubled in the three years before the fire) actually went down.

None of this is to say we are not facing a hard winter, but horse owners have seen worse. "Last year in Texas we had a horrible hay shortage when stocks were depleted by the commercial suppliers," said Steven Long, author, and Vice President of the Greater Houston Horse Council. "Not only did we suffer a hay shortage, we had a frightening water shortage when the stock tanks dried up. Yet I don't know of a single case of an abandoned horse."

Horse Slaughtering Plant Plans Appeal

DeKalb, IL – Operators of a horse slaughtering plant in DeKalb that was shut down in September plan to appeal to the U.S. Supreme Court. Phil Calabrese, an attorney who represents Cavel International, says he plans to send a request in January to the Supreme Court for permission to appeal.  The deadline is January 18th. Cavel's facility in DeKalb was the last horse slaughtering plant in the country when it closed in September.

It unsuccessfully appealed a federal district court decision.  That decision upheld a bill signed by Governor Rod Blagojevich in May banning the import, export, and slaughter of horses in Illinois for human consumption. The company claims the ban is unconstitutional violating interstate and foreign commerce rules since the meat is shipped overseas.

“It’s a question of national importance that implicates the foreign relations of the United States,” says Calabrese. Earlier this year the Supreme Court refused to hear a similar request by two Texas horse slaughter houses closed by legal bans.

It would appear the slaughterhouse/commonhorsesense.org PR firm is at it
again. As we learned earlier this year following a report out of Kentucky
of abandoned horses, the slaughterhouses will stop at nothing to mislead the
public. Several articles have shown up recently in out of the way papers by
local reporters making similar claims. We have been informed that these
articles are slaughterhouse planted articles. There has been no increase of
abandoned horses.
Please, make sure to spread the word that these articles are just more
propaganda from the slaughterhouses and their pro-horse slaughter cohorts.
It is a shame to see such a serious issue maligned by those profiting from
this cruelty. If they were actually aware of abandonment they should report
these lawbreakers not try to offer them a way to make $200.

Some of you probably know the infamous site of the same name but ".com". It was started several years ago by the attorney for the BelTex slaughter plant. I think it is appropriate that the ".com" (commercial) site represents slaughter, while the ".net" site represents our internet movement to end slaughter. Besides being beautifully done, the site has a huge amount of information and lots of features.

The new site is continuous expanded and updated and the more hits that the new site gets the higher it will rise in the search engines. This was too good of news not to share!  I had no idea that NY had this bill!!!  

New York State Legislature just passed a bill forbidding the sale of
horses for meat! Pretty recent, but it may be in effect already.
Owner is screwed if he/she does this and is ratted out--so are dealers
who buy the horses to murder for grounding up. NYS Sen. Liz Krueger's
office sent word about the passage of the bill in latest newsletter.
